Indeed, the president of CIDA, a non-partisan public servant, who is the equivalent of a deputy minister, made this clear when she testified before the House of Commons Standing Committee on Foreign Affairs and International Development on December 9:

They did indeed use new media like Facebook and Twitter for their youth organisation’s work, but the fact is that we do not even know why they are imprisoned as evidence to defend their case has not been admitted in the trial, and the trial did not meet international standards – and, indeed, looks fabricated.

– (ES) Madam President, yesterday, the Committee on Citizens’ Freedoms and Rights, Justice and Home Affairs, of which I am chairman, did indeed hold an extraordinary meeting to deal with this matter and it was agreed to refuse urgent procedure, and for two basic reasons: firstly, because the urgent procedure is not authorised to be applied on one day for the next; in the meeting, neither the Commission nor the Council presented good enough arguments; and, secondly, because I believe we must demand of the Council that it justify urgent procedure and, also, not to treat Parliament as a mere formality, even though it has to be said that, in this case, the content of the proposal also reflects the opinion of Parliament.
- (ES) Madame la Présidente, hier, la commission des libertés et des droits des citoyens, de la justice et des affaires intérieures, que je préside, a tenu une réunion extraordinaire pour traiter ce sujet et il a été convenu de rejeter l'urgence pour deux raisons fondamentales : premièrement, parce que la procédure d'urgence ne peut pas s'appliquer d'un jour à l'autre et, lors de la réunion, ni la Commission ni le Conseil n'ont apporté d'arguments suffisants ; deuxièmement, parce que je pense que nous devons exiger du Conseil qu'il motive les urgences et qu'il ne prenne pas l'habitude de considérer le Parlement comme une simple formalité, même s'il faut admettre que, dans le cas présent, le contenu de la proposition correspond au sentiment du Parlement.

It has to be made abundantly clear that this initiative is aimed at saving the rail network, modernising it and adapting it to the new state of affairs. We are hoping that at the dawn of the twenty-first century rail will once again become what it was at the start of the twentieth: a reliable, efficient, fast and – for those times – safe form of transport, stimulating development, and indeed offering guarantees of wealth and territorial balance.
