Through the ‘Aeneas’ programme and its successor, the ‘Migration’ thematic programme, the Commission is already supporting several projects in this field aimed particularly at helping unaccompanied minors of Moroccan origin who have arrived in Spain and which, as far as possible, support their re-integration in their country of origin and prevent the departure of more illegal migrant minors.

The only point which, at this stage, can be made is that the AENEAS Programme has attracted a larger (although still limited) participation of governmental and non governmental organisations from third countries and EU Member States.

A number of measures proposed in the 2002 Action Plan were implemented,[xliv] in particular: (1) Directive 2004/81/EC of 29 April 2004[xlv], which defines the conditions for granting a residence permit to third-country nationals who are victims of human trafficking or who have been subject of an action to facilitate illegal immigration and who cooperate with the authorities, and (2) Regulation (EC) N° 491/2004 of 10 March 2004,[xlvi] establishing the AENEAS programme for financial and technical assistance to third-countries in the area of migration and asylum, which explicitly allows for the co-financing of projects related to the prevention and the fight against human trafficking.

Whereas some of these suggestions are essentially ready to be implemented – or could be the subject of projects that can benefit from Community funding, for example in the framework of the Aeneas programme[9], which will continue to exist beyond the end of the current financial perspectives as one of the thematic programmes for Community assistance to third countries[10] – others will require further discussion and analysis.
