(2) Over the forty years since its creation, the Advisory Committee on Vocational Training provided the Commission with opinions on vocational training issues, including opinions on communications and other strategic documents, on specific undertakings such as the establishment of the European Centre for the Development of Vocational Training, and on the preparation, evaluation and optimisation of Community action programmes in the field of vocational training.

The rapporteur feels that it would be appropriate for the Commission to establish an advisory committee with specific responsibility for aquaculture, to meet the Community's needs for scientific and technical advice in this area.

(8) The communication from the Commission on "Adapting to change in work and society: a new Community strategy on safety and health 2002-2006" also notes that effective implementation of Community law requires close cooperation between the Commission and the Member States' administrations and that this cooperation would be better and simpler if the two advisory committees were to be merged into a single Advisory Committee.
(8) La communication de la Commission intitulée "S'adapter aux changements du travail et de la société: une nouvelle stratégie communautaire de santé et sécurité 2002-2006" constate d'ailleurs qu'une mise en oeuvre efficace du droit communautaire repose sur une coopération étroite entre la Commission et les administrations responsables dans les États membres et que cette coopération serait améliorée et simplifiée si les deux Comités consultatifs dans un seul Comité consultatif.

(7) In its Communication on a Community programme in the field of safety, hygiene and health protection at work (1996-2000), the Commission stressed the need to streamline the operation of the two advisory committees - the Advisory Committee for Safety, Hygiene and Health Protection at Work and the Safety and Health Commission for the Mining and Other Extractive Industries - by merging them, reducing the number of members and giving them a single secretariat.

Welcomes the Commission's initiative and urgently calls for a detailed action plan with financial and timing commitments against each major proposal; such a plan should be endorsed by the Advisory Committees on Safety, Hygiene and Health Protection at Work; and the Safety and Health Commission for the Mining and Other Extractive Industries, the European Parliament and the Council in time for the Spring 2003 European Council and could then be subject to annual monitoring through the Social Agenda scoreboard, as advocated by Council Resolution of 3 June 2002 on a new Community strategy on health and safety at work (2002-2006) ; Parliament and the Advisory Committees should clearly be involved in this monitoring process;
2. se félicite de l'initiative de la Commission, et demande que soit élaboré d'urgence un plan d'action détaillé assorti d'engagements financiers et d'un calendrier pour chaque proposition importante; juge que ce plan devrait être approuvé par les comités consultatifs, à savoir le comité consultatif pour la sécurité, l'hygiène et la protection de la santé sur le lieu de travail et organe permanent pour la sécurité et la salubrité dans les mines de houille et les autres industries extractives, le Parlement européen et le Conseil avant le Conseil européen du printemps 2003 et qu'il pourrait faire l'objet d'un contrôle annuel au moyen du tableau de bord de la mise en œuvre de l'agenda pour la politique sociale, comme proposé par le Conseil dans sa résolution du 3 juin 2002 ; estime que le Parlement et les comités consultatifs devraient être clairement associés à ce contrôle;
