In CEPT Report 45, approved on 21 June 2013 by the Electronic Communications Committee (ECC) and submitted in response to the fifth mandate, CEPT advised the Commission to take a more streamlined approach on subsequent amendments of Decision 2007/131/EC, taking into account the description of mitigation techniques with all the relevant detailed parameters within the harmonised European standards developed by the European Telecommunications Standards Institute (ETSI).
Dans le rapport 45 de la CEPT, approuvé le 21 juin 2013 par le Comité des communications électroniques (ECC) et présenté en réponse au cinquième mandat, la CEPT a conseillé à la Commission d'adopter une approche plus rationnelle des modifications successives de la décision 2007/131/CE, qui tienne compte de la description des méthodes d'atténuation et de tous les paramètres détaillés figurant dans les normes européennes harmonisées élaborées par l'Institut européen des normes de télécommunication (ETSI).

In its March 2013 report submitted in response to the above-mentioned mandate, the CEPT informed the Commission of the results of the requested examination of the ‘type of short-range device’ and the ‘other usage restrictions’ categories in the Annex to Decision 2006/771/EC and advised the Commission to amend a number of technical aspects in that Annex.

In its June 2012 report submitted in response to the above mentioned second mandate, the CEPT advised the Commission to incorporate existing and additional harmonisation measures for low power/short-range devices in the 169 MHz band in the forthcoming amendment of the Annex to Decision 2006/771/EC to provide better visibility and transparency of the harmonised frequency range (169,4-169,8125 MHz).

This amendment would enable the Council to set a different TAC in instances where the stringent following of the Management Plan would move recovery away from the objectives of the plan, i.e., for North Sea cod in 2013 a 20% cut was advised following strict adherence to the plan, despite ICES having noted a gradual improvement in stock and recognising in subsequent advise that this will only serve to increase discards, not reduce mortality.
