Expresses its ongoing concern about the lack of implementation of the provisions of the Drinking Water Directive in Ireland, the absence of any assessment in advance of a 2007 decision to remove a national monument situated at Lismullin in the path of the M3 motorway project near Tara in County Meath – leading to the Commission's decision to bring an action against Ireland before the Court of Justice on the grounds that Ireland's wider approach to the removal of national monuments in circumstances such as those at Lismullin does not fully respect the requirements of Directive 85/337/EEC , the problems faced by local communities in Limerick, and other issues raised in the report of the fact-finding visit to Ireland conducted by the Committee on Petitions in 2007; notes that some of these issues are the subject of ongoing infringement procedures;

In the face of this challenge of a world marked by growing inequality and demographic pressure - still intense in several major regions of the southern hemisphere - we can choose between two attitudes: we can opt for a security-based strategy whereby the richest countries protect themselves, seeking in their absolute technological superiority a coat of armour to keep them out of harm's way, or - and this is the approach that we are trying to promote in the EU - the more advanced countries can strive in partnership with the big countries and major regional groupings in the South for a fairer distribution and more sustainable management of natural resources - this is the path of globalisation harnessed and made to serve mankind.
Face à ce défi d'un monde marqué par des inégalités croissantes et par une pression démographique qui reste élevée dans plusieurs grandes régions du Sud, nous avons le choix entre deux attitudes : soit une stratégie sécuritaire selon laquelle les pays les plus riches se protégeraient et chercheraient dans leur supériorité technologique un bouclier qui les mette à l'abri des périls, soit, et c'est l'approche que l'Union européenne cherche à faire prévaloir, les pays plus avancés viseraient, en partenariat avec les grands pays et les grands ensembles régionaux du Sud, un partage plus équitable et une gestion plus soutenable des ressources naturelles : c'est la voie de la globalisation maîtrisée mise au service de l'homme.
