Emphasises that the Member States currently use a wide variety of promotion mechanisms; points out that this support has led to healthy growth, in particular when support schemes are well designed, but that some of the promotion systems have been badly designed and have proved insufficiently flexible to adjust to the decreasing cost of some technologies and have, in some cases, caused overcompensation, thereby placing a financial burden on consumers; is pleased to observe that, thanks to the subsidies, some RES have managed to become competitive vis-à-vis conventional methods of energy production in certain areas, e.g. where geographical conditions favour them, where access to capital is good, where the administrative burden is the lowest or by economies of scale;

The truth is that the crisis caused the Spanish property bubble to burst and it is hard to see what justification there is for an adjustment to globalisation .If you look at what is being financed (for example, 57 promotions of entrepreneurship costing EUR 3 000 each, giving a total of EUR 171 000, 16 training workshops combined with work placements costing EUR 12 500 each, giving a total of EUR 200 000 and so forth), where is the adjustment to globalisation?
La vérité, c’est que la crise a fait éclater la bulle immobilière espagnole et on ne voit pas bien où se trouve la justification de l’ajustement à la mondialisation .Quand on voit ce qui est financé (par exemple 57 soutiens à l’esprit d’entreprise pour 3000 euros chacun, soit 171 000 euros; 16 formations en alternance à 12 500 euros chacune, soit 200 000 euros etc.), où est l’ajustement à la mondialisation?

9. The competent authorities shall require the following valuation adjustments/reserves to be formally considered: unearned credit spreads, close-out costs, operational risks, early termination, investing and funding costs, future administrative costs and, where relevant, model risk.

As far as the working methods of the EICs are concerned, we are in favour of a continuation of the existing approach. The Commission's proposal to give the EICs the role of 'first stop shop' is an excellent one. However, it can be implemented without a radical reorganisation of the existing network: the way in which the network is currently structured is the result of an historical, not an arbitrary development. The evaluation methods used hitherto are sufficient to permit adjustments where appropriate. However, there is no point in starting out from scratch - nor would it be cost-effective. This applies in particular, but not exclusively, to the EICs in the new Member States.
