The vote in plenary was, however, deliberately adjourned to the autumn, in order to give the Commission the opportunity to comply with a demand constantly reiterated by the Foreign Policy Committee by presenting a strategy for overall policy in the Balkans and the Agency for Reconstruction's role in it and clarifying how, in future, functions are to be shared out between, on the one hand, the Agency and, on the other, the delegations on the ground.
Le vote en plénière a certes été reporté sciemment à l'automne afin de donner le temps à la Commission de satisfaire à une exigence maintes fois répétée par la commission des affaires étrangères, à savoir présenter une stratégie pour la politique de l'UE dans les Balkans dans son ensemble et clarifier le rôle de l'Agence européenne pour la reconstruction dans ce contexte, ainsi que définir quelle devrait être la répartition des fonctions à l'avenir entre l'Agence, d'une part, et les délégations présentes sur place, d'autre part.
