Suggestions are made to encourage more systematic international co-ordination, in particular using the "Friends of" approach in the context of UN initiatives. This approach entails the largest number of international donors co-ordinating their own actions in a particular country. East Timor is one recent example. The Commission argues for a more pro-active approach to improving donor co-ordination, lack of which reduces the impact and effectiveness of external interventions. The Commission is also ready to play its part in the search for better complementarity with EU Member States and in the framework of international usually UN-led initiatives. International and local NGOs and other civil society groups must also be encouraged to participate in co-ordination mechanisms. The Commission also stresses the importance of supporting the positive engagement of regional organisations, neighbouring countries, and other potential or interested parties in the "Friends of" processes.
