2. Without prejudice to paragraph 1, this Regulation shall not affect the continuation or modification, including the total or partial termination, of the actions concerned, until their closure, or until the award of financial assistance by the Commission or funding bodies under Decision No 1982/2006/EC or any other legislation applying to that assistance on 31 December 2013, which shall continue to apply to the actions concerned until their closure.

This Regulation shall not affect the continuation or modification, including the total or partial cancellation, of the projects concerned, until their closure, or of financial assistance awarded by the Commission pursuant to Regulations (EC) No 680/2007 and (EC) No 67/2010, or any other law applying to that assistance on 31 December 2013, which shall continue to apply to the actions concerned until their closure.

4. Where the scope of the procedure initiated under this Article, as determined in accordance with paragraph 2, includes medicinal products authorised in accordance with Regulation (EC) No 726/2004, the Commission may, where urgent action is necessary to protect public health, at any stage of the procedure, suspend the marketing authorisations and prohibit the use of the medicinal products concerned until a definitive decision is adopted.

Voices concern at the difficulties experienced in 2008 in migrating the old accounting system to ABAC and the late implementation of a proper accounting system which still put at risk the quality of the financial information concerning the carry-overs from the previous year, the use of assigned revenue and the link with certain figures in the balance sheet for 2007; expresses its deep concern about the fact the College's actions are now delayed until 2011 due to the resignation of two key actors in the financial circuit: the Accounting Officer and the Finance and Budget Officer;

They concern a number of courses of action that the Budgetary Control Committee can take when it finds problems in different areas, including recommending to the Committee on Budgets to freeze or reduce the amount of appropriations intended for the headings concerned in the following year's budget; to authorise no transfers of appropriations to take place involving increasing the headings concerned for a certain period until further internal investigations are concluded; up to asking the President of the Commission to ask for the resignation of any individual Commissioners concerned with the serious problems found, a kind of EU Caesarean.
Elles concernent plusieurs initiatives que peut prendre la commission du contrôle budgétaire lorsqu'elle constate des problèmes dans différents secteurs.
