Considers that the Commission should continue to take all necessary action to ensure that significant financial risks are effectively and closely monitored throughout the course of the year; welcomes the fact that, in order to further improve the situation, the Commission has already proposed to and agreed with the Court of Auditors that as from the 2008 closure an official circular letter is to be sent to the financial organisations concerned in order to obtain from them accurate, complete and standardised information regarding the fiduciary accounts;

4. Stresses that in road transport too, the transposition and application of the EU acquis is very poor, particularly as regards transport within Turkey. For international transport, it is true that the necessary rules are complied with, but these rules derive from international agreements concluded within the ECTM (European Conference of Transport Ministers) or the ECE-UN (UN Economic Committee for Europe), which have mostly only been ratified by Turkey but not transposed into national legislation. Notes that, for the area of road transport, a comprehensive study of legislative and administrative shortcomings is necessary. On the basis of such a study, a plan must be drawn up for the systematic transposition of the acquis. There is a particularly urgent need for action in terms of social provisions relating to road transport (e.g. driving and rest periods for drivers), and of rules for obtaining a driving licence, driver training, transport of hazardous goods, etc.;

– (IT) Mr President, Commissioner, for two years, the Union for Europe of the Nations Group has been calling upon Parliament and the Commission to adopt a position on the Somali situation with regard to the most urgent issues: the renewed terrorist activities of groups such as Al-Itihad; the constant pressure on the people from organised fundamentalist groups; the threat of fresh terrorist action against other countries, borne out by the fact that Somalia was recently the base for the attacks in Nairobi and Dar es Salaam; the worrying internal political situation, which reflects the ambiguous position of figures connected with what is known as the Transitional National Government with regard to rejecting terrorism; the repeated requests from other Somali regions – Puntland and Somaliland – for national reconciliation through the creation of a federal State; and the hunger and distress of the entire population because of the shortage of food.
- (IT) Monsieur le Président, Madame la Commissaire, cela fait deux ans que notre groupe, l'UEN, sollicite de la part du Parlement et de la Commission une prise de position sur la situation somalienne, notamment sur les problèmes les plus urgents : la recrudescence de l'activité de groupes terroristes comme Al-Ittihaad ; les continuelles pressions sur la population de la part de groupes fondamentalistes organisés ; la menace de nouvelles actions terroristes visant à frapper d'autres pays, qui s'est vérifiée récemment lorsque la Somalie a servi de base de préparation aux attentats de Nairobi et Dar Es-Salaam ; la grave situation politique intérieure, marquée par la position peu claire des représentants liés au gouvernement dit "national de transition" en ce qui concerne leur refus du terrorisme ; la demande réitérée de certaines régions somaliennes, comme le Puntland et le Somaliland, de parvenir à une pacification nationale par le biais de la constitution d'un État fédéral ; une population entière précipitée dans la faim et la misère et privée de moyens de subsistance.
