The issue is not to provide services for a minority which doesn't speak the other language. It is really an issue of accommodating the other francophone or anglophone community and of accommodating a student from Mr. Reid's riding, who is learning French and who, for reasons of personal development, would like to be exposed to both languages so that when he becomes a professional, he will be professional in all senses of the word and will be able to talk about international trade and international issues in the other language.
La question n'est pas de desservir une minorité qui ne peut pas parler l'autre langue, mais plutôt d'être accueillant envers chacun, qu'il soit de langue française ou de langue anglaise, d'être accueillant envers un étudiant du comté de M. Reid qui apprend le français et qui aimerait bien être exposé aux deux langues pour pouvoir se développer afin que plus tard, lorsqu'il deviendra un professionnel, il soit professionnel dans tous les sens du terme et puisse parler de commerce international et de toutes sortes de choses internationales.
