Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

In order to promote access to environmental information under the Convention of the United Nations Economic Commission for Europe on access to information, public participation in decision-making and access to justice in environmental matters (the Aarhus Convention), which was approved on behalf of the Union by Council Decision 2005/370/EC of 17 February 2005 on the conclusion, on behalf of the European Community, of the Convention on access to information, public participation in decision-making and access to justice in environmental matters , the level and quality of information to the public should be improved.

The program is accessed over 2,000 times a day by front line police officers”: (a) how many of the firearms licences were refused or revoked because the person had committed criminal offences, were placed under prohibition orders, restraining orders, bail conditions, and/or committed other violent acts that were reported to police; (b) how many firearms licences were refused or revoked because of the information provided by the applicant on the licence application; (c) how does the program track the addresses of these 13,500 now too-dangerous-to-own-firearms persons once their firearms licences have been refused or revoked; (d) how does the Minister know that the program is actually being accessed by “front line police officers”; (e) what specific types of information in the system are actually being accessed and accessed most often by police; and (f) how many times per day do the police actually get information from the system compared to not-in-the-system responses?

A system to manage the different access privileges such as common European standards for the authorisation to access classified information, a joint system of users access profiles to administer the numerous access rights, and an authenticated way to register authorised users (cf. users accounts) would provide the basis for an effective access management.
Un système de gestion des différents droits d'accès tel que des normes européennes communes pour l'autorisation d'accès à l'information classifiée, un système commun de profils d'accès des utilisateurs pour gérer les nombreux droits d'accès, et une méthode authentifiée d'enregistrement des utilisateurs autorisés (cf. comptes d'utilisateurs) constitueraient la base d'une gestion d'accès efficace.

" (5) The Ministers shall conduct research or studies relating to a safer environment for children and shall (a) identify environmental pollutants commonly used or found in areas that are reasonably accessible to children; (b) create a list that has been reviewed by a team of scientists of environmental pollutants identified under paragraph (a) to have known, probable, or suspected health risks to children; (c) create a scientifically reviewed list of safer-for-children substances and products recommended by the Ministers for use in areas that are reasonably accessible to children and that will minimize potential risks to children from exposure to environmental pollutants; (d) establish guidelines to help reduce and eliminate the exposure of children to environmental pollutants in areas reasonably accessible to children, including advice on how to establish an integrated environmental pollutant reduction program; (e) create a family right-to-know information kit that includes a summary of helpful information and guidance to families, including the list created under paragraph (c), the guidelines established under paragraph (d), information on the potential health effects of environmental pollutants, practical suggestions on how parents may reduce their children's exposure to environmental pollutants and other relevant information, as determined by the Ministers; (f) make all information gathered under this subsection available to governments and the public; and (g) review and update the lists created under paragraphs (b) and (c) at least every two years" .
« (5) Les ministres effectuent des recherches ou des études sur un environnement plus sûr pour les enfants et prennent les mesures suivantes : a) ils identifient les polluants du milieu généralement utilisés ou se trouvant dans les lieux qui sont raisonnablement accessibles aux enfants; b) ils dressent une liste qui a été examinée par une équipe de scientifiques des polluants du milieu visés à l'alinéa a) qui comportent des risques connus ou probables pour la santé des enfants ou dont on soupçonne l'existence; c) ils dressent une liste qui a été examinée par une équipe de scientifiques de substances ou de produits plus sûrs pour les enfants, dont ils recommandent l'utilisation dans les lieux qui sont raisonnablement accessibles aux enfants et qui le risque que pose pour les enfants le fait d'être exposés à des polluants du milieu; d) ils établissent des directives pour favoriser la réduction ou l'élimination de l'exposition des enfants aux polluants du milieu dans les lieux qui sont raisonnablement accessibles aux enfants, et donnent des conseils sur le mode d'établissement d'un prograM complet visant la réduction des polluants du milieu; e) ils créent une trousse d'information conçue pour la famille qui comporte des renseignements succincts et utiles qui lui sont destinés, comprenant la liste prévue à l'alinéa c), les directives prévues à l'alinéa d), des renseignements sur les effets que peuvent avoir les polluants du milieu sur la santé, des conseils pratiques pour les parents sur la façon de réduire l'exposition de leurs enfants aux polluants du milieu et d'autres renseignements pertinents, selon ce qu'ils déterminent; f) ils donnent aux gouvernements et au public l'accès à tous les renseignements recueillis en vertu du présent paragraphe; g) ils révisent et mettent à jour les listes prévues aux alinéas b) et c) au moins tous les deux ans».
