In real terms this disappearance is observed in the disappearance from the proposal for a new programme of previous action 3.2 Future Capital, which encouraged the realisation of projects by ex-volunteers of the European Voluntary Service. This permitted the transferral of what had been learnt during the Voluntary Service to the local community through the planning of a personal project, including professional or business start up projects thereby promoting professional and entrepreneurial spirit.

Considers the Youth in Action Programme a priority; believes that the current Youth programme has clearly demonstrated the added European value of Community action in organising multilateral youth exchanges, a European voluntary service, the networking of projects, and European training for youth workers; welcomes the proposed rationalisation of Community instruments in this field; believes that an increase from EUR 811 million to EUR 1 000 million is necessary in order to attain its goals;

(26) In accordance with the principles of subsidiarity and proportionality as defined in Article 5 of the Treaty, since the objectives of the proposed action concerning the development and strengthening of a cooperation policy in the youth field, including European voluntary service and youth exchanges both within the Community and with third countries, cannot be sufficiently achieved by the Member States because of the complexity and diversity of the youth field, they can therefore be better achieved by the Community owing to the transnational dimension of Community actions and measures.
(26) Conformément au principe de subsidiarité et au principe de proportionnalité énoncés à l'article 5 du traité, puisque les objectifs de l'action envisagée concernant le développement et le renforcement d'une politique de coopération en faveur de la jeunesse, y compris le service volontaire européen et les échanges de jeunes au sein de la Communauté et avec les pays tiers, ne peuvent pas être réalisés de manière suffisante par les États membres vu la complexité et la diversité du domaine de la jeunesse, ils peuvent donc, en raison de la dimension transnationale des actions et des mesures communautaires, être mieux réalisés au niveau communautaire.

1. This decision establishes the "Youth" Community action programme, hereinafter referred to as "this programme", concerning cooperation policy in the youth field, including European voluntary service and youth exchanges both within the Community and with third countries.

5. The Commission, in cooperation with the Member States, shall ensure the transition between those actions carried out within the framework of the previous Community programmes in the youth field (Youth for Europe III and European voluntary service) and the actions to be implemented under this programme.
