Mr. Bill Graham (Toronto Centre—Rosedale, Lib.): Mr. Speaker, some time ago I asked the Minister for International Trade what he would be doing to consult Canadians concerning the upcoming World Trade Organization negotiations that will be taking place in Seattle some time in November of this year.

On 15 December 2009, the EU, a group of Latin American countries and the United States reached an agreement regarding customs duties on banana imports. This ended a dispute in the World Trade Organisation centred on European discrimination against Latin American producers compared with African, Caribbean and Pacific (ACP) producers, imposing a review of EU policies and a gradual reduction from the current EUR 176 per tonne to a final value of EUR 114 per tonne by 2017.
Le 15 décembre 2009, l’UE, les États-Unis et un groupe de pays d’Amérique latine ont conclu un accord sur le régime des droits de douane applicable à l’importation des bananes, mettant un terme à un différend au sein de l’Organisation mondiale du commerce portant sur les mesures discriminatoires imposées par l’UE aux producteurs latino-américains au profit des producteurs d’Afrique, des Caraïbes et du Pacifique (ACP) et forçant l’UE à revoir ses positions et à procéder à une réduction progressive de ses droits d’importation, qui passeront de 176 euros la tonne à 114 euros la tonne d’ici à 2017.

The path is simple: a strong European political centre, a European Parliament with the power to decide, shared responsibility in the diplomatic dealings of the Member States in defending human rights, with the European Commission steering this task, more political and less bureaucratic European Commission delegations in third countries, pressure on the World Trade Organization to research the democratic dignity of its members, promotion of organisational structures identical to those of the Union, intensive dialogue with the African Union and the Union of South American Nations and other regional groupings, pressure on reform of the United Nations with the European Union playing a key role, creation of an internal strategy against dependence, centred on a single energy policy and a consistent defence policy.
La voie à suivre est simple: un centre politique européen fort, un Parlement européen habilité à prendre des décisions, un partage des responsabilités dans les échanges diplomatiques des États membres sur la question de la protection des droits de l’homme, sous la direction de la Commission européenne, des délégations plus politiques et moins bureaucratiques de la Commission européenne dans les pays tiers, une pression exercée sur l’Organisation mondiale du commerce pour rechercher la dignité démocratique de ses membres, la promotion de structures organisationnelles identiques à celles de l’Union, un dialogue intensif avec l’Union africaine et l’Union des nations d’Amérique du Sud, et d’autres groupements régionaux, pression exercée pour réformer les Nations unies avec un rôle clé joué par l’Union européenne, création d’une stratégie interne contre la dépendance, centrée sur une politique énergétique unique et une politique de défense cohérente.

3. In the interests of greater legal certainty as regards the functioning of services of general interest, supports the political objective that the provision of services must be centred on freedom of choice for the level of government responsible and that such services must be provided on its own initiative, in cooperation with private undertakings or by third parties; considers that the Commission must seek to secure this objective in all the negotiations it conducts in the context of world trade;
3. soutient, dans l'intérêt d'une plus grande sécurité juridique dans le fonctionnement des services d'intérêt général (SIG), l' objectif politique que la fourniture de services doit être axée sur une liberté de choix pour le niveau de gouvernement compétent, que ces services soient fournis de sa propre initiative , en coopération avec des entreprises privées ou par des tiers; est d'avis que la commission doit poursuivre la réalisation de cet objectif dans toutes les négociations qu'elle mène dans le cadre du commerce international;

In addition to these efforts through the Global Fund and through bilateral action, the Commission is actively participating in international forums for dealing with poverty-related illnesses – I am thinking in particular here of the World Trade Organisation, of the United Nations General Assembly special session on HIV/AIDS, of the G8, and of conferences like the one in Toronto as well.
Outre ces efforts exercés par le biais du Fonds mondial et de l’action bilatérale, la Commission participe de manière active à des forums internationaux traitant des maladies liées à la pauvreté - je pense notamment à l’Organisation mondiale du commerce, à la session spéciale de l’Assemblée générale des Nations unies sur le VIH/sida, au G8, ou encore à des conférences du type de celle de Toronto.

By unanimous consent, it was ordered, That Group ``A'', composed of seven members of the Standing Committee on Foreign Affairs and International Trade and of the Sub-committee on International Trade, Trade Disputes and Investment, be authorized to travel to Winnipeg, Toronto, London and Windsor from April 25 to 30, 1999, and Group ``B'', composed of seven members of the Standing Committee on Foreign Affairs and International Trade and of the Sub-committee on International Trade, Trade Disputes and Investment, be authorized to travel to Vancouver, Edmonton, Calgary and Saskatoon from April 25 to 30, 1999, in order to hold public hearings in relation to its examination of Canada's trade objectives and the forthcoming agenda of the World Trade Organization, and examination of Canada's priority interests in the FTAA process, and that the necessary staff do accompany the Committee.
