IN-CONTEXT TRANSLATIONS

The EESC would like to emphasise that while Adriatic and Ionian regional cooperation is fundamental to assisting the countries of the Western Balkans in the pre-accession process, and strengthening links with the Danube and Baltic macro-regions, it is also essential to consider the Adriatic and Ionian area as a functional area of the Mediterranean basin.

The draft texts of both initiatives have evolved very much in the course of discussions in the Working Party on Cooperation in Criminal Matters.

1. Regrets the fact that the Euro-Mediterranean partnership’s main objectives of commonly shared and peaceful development of the region are still far from being achieved; stresses that the success of this process requires sustained and convergent efforts by all parties, and in particular also a revision of the goal of a Free Trade Agreement by 2010, in the light of the SEMCs' growing food insecurity, increasing desertification and environmental stress in the entire Mediterranean basin and the lack of sustainable economic progress in terms of trade liberalisation in most SEMCs, and a greater involvement of civil society and of the people on both shores of the Mediterranean;

60. Considers that the EU neighbouring countries and countries that are more aligned with the EU's geopolitical priorities, such as those of the Mediterranean basin and Eastern Europe, Africa and Latin America, should be encouraged to participate in the ERA through further promotion of scientific and technological cooperation agreements; considers that countries that are more aligned with the EU's geo-political priorities, such as those of the Mediterranean basin, should be encouraged to participate in a ‘broader ERA’ that may gradually extend its coordination schemes, knowledge-sharing principles and researcher mobility beyond the strict boundaries of the EU and its associated countries;
60. considère que les pays voisins de l'Union européenne et les pays qui sont plus en adéquation avec les priorités géopolitiques de l'UE, tels que les pays du bassin méditerranéen et de l’Est de l’Europe, d’Afrique et d’Amérique latine, devraient être encouragés à participer à l'EER par une promotion accrue des accords de coopération scientifique et technologique; considère que les pays qui sont plus en adéquation avec les priorités géopolitiques de l'Union européenne, tels que les pays du bassin méditerranéen, devraient être encouragés à participer à un « EER plus large », susceptible d'étendre progressivement ses programmes de coordination, ainsi que les principes de partage des connaissances et la mobilité des chercheurs, au-delà des frontières strictes de l'Union européenne et de ses pays associés;

In addition, therefore, to the structural and market measures defined in the CFP that are already being applied, the conservation policy must be implemented in the Mediterranean in a similar fashion, as well as the regulations –– which must be improved and developed –– the harmonisation of minimum sizes and technical measures –– which must be absolute throughout the European Union and effective throughout the Mediterranean Basin –– and effective control — which must resolve a problem; the sale in a Member State, which is all too frequently Spain, of illegal fish originating from another Member State, because that illegal fishing damages both parties: the State that is selling it, because it damages resources, and the State that is receiving it, because it damages prices and, above all, damages the faith of the fishermen in the management mechanisms.
Dès lors, outre les mesures structurelles et commerciales définies dans la PCP et déjà appliquées, la politique de conservation doit être mise en œuvre de manière similaire en Méditerranée, de même que les réglementations -- qu’il convient d’améliorer et de développer --, l’harmonisation des critères de taille minimale et des mesures techniques -- qui doivent être uniformes dans toute l’Union européenne et efficaces dans tout le bassin méditerranéen. Il faut aussi instaurer un contrôle efficace qui doit résoudre un problème, à savoir, la vente dans un État membre - trop fréquemment l’Espagne - de stocks illégaux de poissons provenant d’un autre État membre. En effet, cette pêche illégale cause un préjudice aux deux parties: à l’État vendeur parce que cela dégrade ses ressources et à l’État qui reçoit ces stocks parce que cela entraîne une dégradation des prix et surtout, une dégradation de la confiance des pêcheurs dans les mécanismes de gestion.

But the operational aspects of the fight against drug trafficking are still scattered over the Police Cooperation Working Party, the Customs Cooperation Working Party, the Multidisciplinary Group on Organised Crime and the Horizontal Working Party on Drugs.
Néanmoins, les aspects opérationnels de la lutte contre le trafic de drogues sont encore éparpillés entre le Groupe Coopération policière, le Groupe Coopération Douanière, le Groupe Multidisciplinaire sur le Crime Organisé et le Groupe Horizontal Drogue.

In view of the new powers transferred to the Community by the Treaty of Amsterdam, the issue of immigration, and in particular the fight against illegal immigration, has also been incorporated into all of the association and cooperation agreements signed since 1999, including with third countries in the Mediterranean basin, and into the partnership and cooperation agreements with the new independent states of central Europe, central Asia, the Balkans and the ACP countries. Initiatives have been taken with some countries and regions in the context of the programming of external aid which have contributed directly to ensuring that these new priorities in the management of migratory flows are put into practice.

Des initiatives ont été prises avec certains pays et régions dans le cadre de la programmation de l'aide extérieure, contribuant directement à traduire ces nouvelles priorités en matière de gestion des flux migratoires.

It is also worth considering the European Parliament’s role in this process, which is still too limited. Then perhaps we might be able to shape the Euro-Mediterranean Parliamentary Forum on the model of the ACP-EU Joint Assembly, which meets twice yearly and can set up working parties and initiate fact-finding missions.
Il convient également de réfléchir au rôle de notre Parlement dans ce processus qui reste trop limité, et peut-être pourrions-nous nous rapprocher du forum parlementaire euro-méditerranéen sur le modèle de l'assemblée paritaire Union-ACP, qui se réunit deux fois par an et qui peut constituer des groupes de travail, des missions d'études.

The third meeting of the Forum, held in Granada (Spain) in May 2000, gave new impetus to Euro-Mediterranean energy cooperation and approved guidelines for three ad hoc working parties that will begin work in 2001.
