Definition: A disorder characterized by a persistent mild elevation of mood, increased energy and activity, and usually marked feelings of well-being and both physical and mental efficiency. Increased sociability, talkativeness, over-familiarity, increased sexual energy, and a decreased need for sleep are often present but not to the extent that they lead to severe disruption of work or result in social rejection. Irritability, conceit, and boorish behaviour may take the place of the more usual euphoric sociability. The disturbances of mood and behaviour are not accompanied by hallucinations or delusions.

Considers it essential to combat precarious and undeclared work, given that this phenomenon severely affects domestic workers, including particularly migrant women workers, thus worsening their already vulnerable position; stresses the importance of eradicating and prosecuting such practices, including child labour; in this regard, supports tackling the precarious situation of domestic workers and carers within the framework of the European platform against undeclared work; recalls that undeclared work deprives them of social security cover and has a negative impact on their working conditions in terms of health and safety; expects, therefore, that the European platform against undeclared work will prevent and discourage undeclared work, as the undeclared economy threatens job security, affects the quality of care and working conditions for many undeclared carers, puts the sustainability of the social welfare system at risk and reduces tax income for states’ coffers.

Member States shall take the measures necessary to ensure that an employer who intends to organise work according to a certain pattern takes account of the general principle of adapting work to the worker, with a view, in particular, to alleviating monotonous work and work at a predetermined work-rate, depending on the type of activity, and of safety and health requirements, especially as regards breaks during working time.

PROMOTION OF THE TRANSLATION OF CONTEMPORARY EUROPEAN DRAMATIC WORKS - RESOLUTION "The Council and the Ministers for Culture meeting within the Council, Recognizing, as part of the improvement of the dissemination of the culture of the European peoples, the need for wider circulation of contemporary dramatic works within the European Community so as to enable decision-makers in theatres and the broadcasting sector to present a more varied repertoire of drama from the Member States to the public of the other Member States; Noting that potential producers of dramatic works may need to read these works in their own language before taking a decision on production, particularly when the original language of the work is a lesser spoken language in Europe; Recalling the importance attached to the promotion of translation of dramatic works in the Ministers' Resolution of 7 June 1991 on the development of the theatre in Europe; AGREE to promote the translation of contemporary dramatic works by playwrights of the Member States which have been successful in their country of origin; this should be organized within the pilot scheme for the translation of contemporary literary works established by their Resolution of 9 November 1987, as an addition to it; INVITE the Commission to assess any necessary steps for putting into practice such a scheme on the translation of dramatic works, including proposals for appropriate financing, and to propose an appropriate number of translations, preferably into at least two languages, each year; the whole to be evaluated within the review of the main scheme for the translation of contemporary literary works, due at the end of 1994. They invite the Commission, in so doing, to take account of the ideas contained in a separate Presidency proposal to promote translation of dramatic works".
PROMOTION DE LA TRADUCTION D'OEUVRES DRAMATIQUES EUROPEENNES CONTEMPORAINES - RESOLUTION "Le Conseil et les Ministres de la Culture réunis au sein du Conseil, reconnaissant qu'il convient, dans l'optique de l'amélioration de la diffusion de la culture des peuples européens, que les oeuvres dramatiques contemporaines aient une diffusion plus large dans la Communauté européenne, de manière à permettre aux responsables des théâtres et du secteur de la radiodiffusion de présenter au public des autres Etats membres un répertoire plus varié d'oeuvres dramatiques provenant des Etats membres ; notant que les éventuels producteurs d'oeuvres dramatiques doivent au besoin pouvoir lire ces oeuvres dans leur propre langue avant de décider de les produire, particulièrement lorsque la langue originale de l'oeuvre est une langue européenne moins répandue ; rappelant l'importance accordée à la promotion de la traduction d'oeuvres dramatiques dans la résolution des Ministres, du 7 juin 1991, sur le développement du théâtre en Europe ; CONVIENNENT de promouvoir la traduction d'oeuvres dramatiques contemporaines d'auteurs des Etats membres qui ont eu du succès dans leur pays d'origine ; cette action pourrait s'insérer dans le cadre du projet pilote concernant la traduction d'oeuvres littéraires contemporaines, mis en place par leur résolution du 9 novembre 1987, sous la forme d'un addendum à ce projet ; INVITENT la Commission à évaluer toute mesure nécessaire pour mettre en pratique ce projet concernant la traduction d'oeuvres dramatiques, y compris les propositions pour un financement adéquat, et à proposer un nombre adéquat de traductions chaque année, dans deux langues au moins ; l'ensemble de ces mesures sera évalué dans le cadre du réexamen du projet général concernant la traduction d'oeuvres littéraires contemporaines, qui doit avoir lieu à la fin de 1994.
