How it went off the rails, what took place behind the scenes, what the minister said in the House of Commons.The minister said at standing committee that she was advised by stakeholders, through consultations and that; but we're a case in point. We weren't consulted and we didn't know until after the fact and then we had to start the fight.

I shall reiterate what I have said in the House on many previous occasions. By all means let us introduce high standards for our farmers and food producers. Let us also, however, impose those same standards on importers of food from outside the Union, otherwise our efforts to raise standards will prove counterproductive.
Je répète ce que j’ai déjà dit à de nombreuses reprises au sein de cette Assemblée: d’accord pour introduire des normes élevées pour nos agriculteurs et nos producteurs alimentaires, mais il faut alors imposer ces mêmes normes aux exploitants qui importent des denrées alimentaires en provenance de pays tiers, sinon nos efforts en vue d’élever les normes s’avèreront contre-productifs.

But on top of all this – and I very much welcome what the minister said – we impose stigma. Stigma is a cruel added burden to the pain of the disease and, what is worse, it encourages people to hide and not to come forward for testing and treatment.
Et à tout cela nous ajoutons encore la stigmatisation des malades - je salue d’ailleurs les propos de M. le ministre à ce sujet. Ce rejet est un fardeau cruel ajouté à la douleur de la maladie et, qui pis est, il incite les personnes concernées à se cacher et à ne pas demander de dépistage ni de traitement.

It is important for the Commissioners also today to emphasise at least three things in addition to what has been said in the House: firstly, that there is no question of harmonisation; secondly, that we shall not accept any form of deterioration whatsoever and shall step in if we see the systems weakened; and, thirdly, that we shall not accept unintended consequences and fraud.

The International Monetary Fund is monitoring this process, and our intention on the basis of this austerity budget is to make monthly payments of EUR 10 million during the next six months once we can get the agreement we all want, but I repeat what I said earlier and what the Minister said, what is important is to end the blockade and resume the payment of revenues.
