Is it not a matter of urgency that High Representative Ashton and the Member States should support the recommendations of the United Nations Special Rapporteur on Burma, namely, that a committee be established to investigate war crimes and crimes against humanity, which could be included in a United Nations General Assembly resolution this year?

Welcomes the fact that the Council establishes and regularly updates lists of focus countries in respect of which additional concerted efforts are made with a view to implementation of the European Union Guidelines on children and armed conflicts, on the death penalty (so-called ‘countries on the cusp’) and on human rights defenders; notes that a similar practice is also envisaged under the Implementation Strategy of the new European Union Guidelines on the promotion and protection of the rights of the child; encourages the Council and the Commission to extend this good practice, which allows the European Union inter alia to react in a more effective manner through demarches, statements and other forms of action, to the European Union Guidelines on torture; encourages the Council and the Commission to involve United Nations Special Mechanisms and to take into account recommendations and urgency resolutions of the European Parliament when identifying focus countries;

The fight against trafficking in human beings has also been tackled in the United Nations (special Protocol to the International Convention against Organised Transnational Crime), the G8 (action plan), the Council of Europe, the International Organisation for Migrants (IOM) (regional surveys and information campaigns), Interpol, the Organisation for Security and Cooperation in Europe (OSCE) and in the context of the transatlantic dialogue.
