The EC assistance strategy in 2003/04 focuses on monitoring the situation in Iraq, responding to new emergency humanitarian needs as they arise, providing rapid additional resources for Iraq's reconstruction, with a particular emphasis on creating employment, and supporting the development of a multilateral framework under the auspices of the United Nations and the International Financial Institutions.
