Two issues dominated discussions at the conciliation stage, namely the report that the Commission is to prepare on implementing the opening up of the international passenger services market and the levying of a charge towards the financing of public services.

The EEA had already identified certain problems with the stock maintenance system at the public consultation stage. Following an initiative by Prof. João de Deus PINHEIRO, Commissioner in charge of relations with African Caribbean and Pacific countries, the Commission intends to provide different budgetary lines with a specific legal framework. On the substance of its activities in these two fields, the Commission does not propose new initiatives at this stage.

However, since the question of the place of taxation - in particular for supplies of goods - can be addressed only in the light of the answers which will emerge as the debate progresses, at this stage we propose basing ourselves on the idea that there are two aspects to the objective in view: to make transactions subject to tax without the remission of tax/charging of tax mechanism and without deferral or suspension of tax, and to avoid, as far as possible, the constraints under which traders operate today.
Toutefois, la question du lieu d'imposition - notamment des livraisons de biens - ne pouvant être abordée qu'au vu des réponses qui seront apportées au fur et à mesure du débat, il est proposé à ce stade de retenir l'idée que l'objectif poursuivi comprend deux volets: soumettre les opérations à la taxe sans mécanisme de détaxation/taxation et sans report ou suspension de taxe et éviter, dans toute la mesure possible, les contraintes aujourd'hui imposées aux opérateurs.
