It should first be noted that finished steel wire rope produced by BWWR has previously gone through two main production stages, namely: (i) a given number of individual steel wires are first twisted into what is known as a ‘stranded wire’, and (ii) a given number of such stranded wires formed from individual steel wires are then twisted together to form the finished steel wire rope.
Tout d’abord, il convient de rappeler que les câbles en acier fabriqués par BWWR, qui sont des produits finis, connaissent deux principales étapes de fabrication: i) un nombre donné de fils en acier sont d'abord torsadés pour obtenir ce qu'on appelle un «toron»; ii) un nombre donné de ces torons, fabriqués à partir de fils en acier torsadés, sont à leur tour tordus ensemble, pour former les câbles en acier.

As concerns the question of the origin of the steel wire ropes exported to the Community from Dubai, made from stranded wire of Indian origin, it was submitted by UML that the goods in question did not keep Indian origin at the final processing stage (i.e. twisting and finishing of stranded wire into steel wire rope) but, instead, UAE origin was conferred on the goods by virtue of these final processes.
Concernant la question de l’origine des câbles en acier exportés de Dubaï vers la Communauté, fabriqués à partir de torons d’origine indienne, UML a fait valoir que ces marchandises perdent leur origine indienne au dernier stade de transformation (à savoir la torsion et la finition des torons pour la fabrication de câbles en acier) et que ce traitement final permet de les considérer originaires des Émirats arabes unis.
