Considers the amount of EUR 11,2 billion as a bare minimum to cover the actual needs until the end of 2013; calls on the three institutions to come up with a concrete, binding solution, should the reinforcements proposed in the two tranches of Draft amending budget No 2/2013 prove not to be enough and not fully prevent any shifts of payments to the next MFF;

Highlights moreover that 2013 will be a year when, due to the lapsing of the N+3 rule, payment claims submitted by 12 Member States will need to be presented for two annual commitment tranches (2010 and 2011 tranches under the N+3 rule and N+2 rule, respectively); considers therefore as a minimum the proposed increase in payment appropriations by 11.7 % (to EUR 48.975 million) as compared to last year since, as mentioned by the Commission, it strictly relates to 2013 and assumes that payment needs from previous years will have been covered;

Under Article 124 of the programme act, persons managing ships on behalf of third parties are also covered by a flat-rate taxation scheme but with a scale of rates ten times more advantageous than that provided for in the scheme applicable to shipping companies because the same rates apply in this case to the ships being managed not per 100 NT tranche but per 1 000 NT tranche:
