AND whereas there is at present no competent authority to levy tolls to defray the costs of operating and maintaining the Canadian portion of the international bridge connecting Canada and the United States across the St. Clair River, commonly known as the Blue Water Bridge, and it is deemed advisable that, pending the establishment of a competent joint international authority to operate the Blue Water Bridge, an authority be established at the earliest possible date to operate and maintain the Canadian portion of the said bridge and to levy tolls to defray the costs thereof;

(4) Where any tariff or portion thereof of an air carrier operating a scheduled international service or operating a non-scheduled international service that is operated at a toll per unit of traffic, that contains through tolls applicable to the transportation of traffic between a point in Canada and a point in the territory of another country, is disallowed by the competent authorities of the other country, the issuing air carrier or agent shall immediately notify the Secretary of the disallowance and the Agency shall then also mark that tariff or portion as disallowed, and so advise the issuing air carrier or agent.
(4) Lorsque le transporteur aérien exploitant un service international régulier ou exploitant un service international à la demande moyennant une taxe unitaire applicable au trafic se voit refuser, par les autorités compétentes d’un pays étranger, tout ou partie de son tarif qui prévoit des taxes totales pour le transport entre un point au Canada et un point situé dans le territoire de ce pays, ce transporteur ou son agent doit sans délai porter ce refus à l’attention du secrétaire, après quoi l’Office appose une mention de refus sur le tarif ou la partie de celui-ci et en avise le transporteur aérien ou son agent.

18 (1) No tolls or rates shall be charged or taken by the company in respect of the letting or hiring, operation or use of the said dock or of space therein, or of any works connected therewith, until the company has submitted a tariff of tolls or rates and the tariff has been approved by the Governor in Council, and no by-laws, rules, regulations or conditions respecting the letting, hiring, operation or use shall have any force or effect until so submitted and approved.

Gerry Byrne: With regard to the financing and operation of the Confederation Bridge: (a) what are the amounts of toll revenues reported to the government as required by the Bridge Operating Agreement between the government and Strait Crossing Development Incorporated (SCDI), broken down by year and/or report from 1997 to the most current report; (b) has the government ever audited or evaluated SDCI’s records or remittances, as provided for in the Bridge Operating Agreement; (c) if the answer to (b) is yes, what were the key findings of the audits and what are the document identification references to these audits or evaluations; (d) if the answer to (b) is no, why has the government not audited SCDI’s records to date; (e) what has the government paid to SCDI or Strait Crossing Finance Inc (SCFI) annually to retire the bonds issued by SCFI for the financing of the Confederation Bridge; (f) what are the government’s forecasted annual payments to SCDI or SCFI for the purposes of retiring the bonds for the remainder of its 35-year agreement with SCDI or SCFI; and (g) what are the amounts of any payments made owing to the government's guarantee to SCDI of a minimum of $13.9 million (1996 dollars) per year in toll revenue?
