These discussions concerned Articles 8, 9 and 12 of the TEN Financial Regulation as regards establishing the agreement of the Member State(s) concerned for applications for financial assistance, the financial control measures to be operated by the Member States over the use of the funds requested and their obligation to notify the Commission of the management and control systems established to ensure the efficient implementation of projects and studies and to make available to the Commission any appropriate national reports on the control of projects.
Les discussions ont porté sur les articles 8, 9, et 12 du règlement déterminant les règles de financement des réseaux transeuropéens eu égard à l'établissement de l'accord des États membres concernés pour les demandes de concours financier, aux mesures à appliquer par les États membres pour contrôler l'utilisation des fonds demandés, à l'obligation des États membres de notifier à la Commission les systèmes de contrôle et de gestion créés pour assurer que les projets et les études sont menés à bonne fin, ainsi que de mettre à la disposition de la Commission tout rapport approprié établi au niveau national et concernant le contrôle des projets considérés.

In the 2006 guidelines report on other institutions, Parliament stressed the importance of budgetary rigour, especially in relation to property projects. It invited the Economic and Social Committee and the Committee of the Regions to submit a report to the European Parliament on their building projects and needs for rented office space and on the functioning of the joint services. The EP asked the two institutions to provide reports on the situation as regards the occupation of posts in financial control.
Dans son rapport relatif aux orientations 2006 pour les autres institutions, le Parlement soulignait l'importance de la rigueur budgétaire, notamment en matière de projets immobiliers; invitait le Comité économique et social et le Comité des régions à faire rapport au Parlement européen sur leurs projets immobiliers et leurs besoins de location d'espaces de bureaux ainsi que sur le fonctionnement de leurs services communs et priait les deux institutions de faire rapport sur la situation de l'occupation des postes de contrôle financier.

Welcomes the information contained in the Financial Controller's report to the Institution no. 01/01 that the error rate (defined in terms of budgetary documents returned for correction and completion, as a percentage of the total number submitted) fell from 8.4% in 1999 to 7% in 2000 and that of the total number of documents controlled (33 335) only 8 ultimately gave rise to a withholding of approval by the Financial Controller - 5 of which were overruled - , both figures representing a downward trend; is concerned that the large number of errors, which are now detected and set right because of the activity of the Financial Controller, will go undetected when and if ex ante verification is abolished on the introduction of the proposed internal audit system;
5. se félicite de l'information contenue dans le rapport du contrôleur financier à l'institution n 01/01 selon laquelle le taux d'erreur (défini sur la base des documents budgétaires retournés pour être corrigés ou complétés, en pourcentage du total des documents présentés) est tombé de 8,4% en 1999 à 7% en 2000 et que, sur le total des documents contrôlés (33 335), 8 seulement ont donné lieu à un refus de visa du contrôleur financier – 5 ayant fait l'objet d'une décision de passer outre –, ces deux chiffres marquant une tendance à la baisse; s'inquiète de ce que le nombre important d'erreurs actuellement détectées et corrigées grâce à l'activité du contrôleur financier ne seront plus décelées si le contrôle ex ante est supprimé lors de l'instauration du système d'audit interne proposé;

This is all the more pressing in the sphere of financial control for which, admittedly, draft legislation has now been submitted in Slovakia, but in respect of which it is fair to continue to question the country’s aptitude to process EU subsidies in an adequate manner once it is an EU Member State.
