This time the institutions have shown, even at the end of this parliamentary term, that they are able to work in partnership and come to a solution at first reading, and I believe that this is a message we are sending to citizens, on the eve of the European elections.

Urges the Commission, in the absence of an agreement between the co-legislators on LIFE+ at second reading, to present a solution permitting the financing of activities falling under the institutional prerogatives that from 2007 onwards are due to fall under the LIFE+ programme; calls on the Commission to propose provisional measures for project activities in order to avoid a financing gap and to guarantee continuity of the Community's environmental policy and sustainable development in 2007;
2. demande instamment à la Commission, en l'absence d'accord entre les colégislateurs sur LIFE+ en deuxième lecture, de présenter une solution permettant le financement des activités entrant dans le cadre des prérogatives institutionnelles qui, à partir de 2007, devraient relever du programme LIFE+; demande à la Commission de proposer des mesures intérimaires pour les activités relevant de projets afin d'éviter un besoin de financement non couvert et de garantir la continuité de la politique environnementale de la Communauté ainsi que le développement durable en 2007;

Secondly – and it is this that I read in a quite different light – it raises what for me is the crucial issue of how the conflict is to be resolved, by emphasising, and I quote: ‘the importance of achieving a multilateral political solution in the region, under the aegis of the UN, as the only means of guaranteeing stability and peace in the region’.
