We join with the concerned citizens of the capital city of St. John's, as well as the city of Mount Pearl and the town of Paradise in urging the government to immediately draw attention to this environmental disaster.

The provisions of this Regulation shall not affect the special rules applying to the cities of Ceuta and Melilla, as defined in the Declaration by the Kingdom of Spain on the cities of Ceuta and Melilla in the Final Act to the Agreement on the Accession of the Kingdom of Spain to the Convention implementing the Schengen Agreement of 14 June 1985 .
Les dispositions du présent règlement n’affectent pas les règles particulières applicables aux villes de Ceuta et Melilla, définies dans la déclaration du Royaume d’Espagne relative aux villes de Ceuta et Melilla, figurant dans l’acte final de l’accord d’adhésion du Royaume d’Espagne à la convention d’application de l’accord de Schengen du 14 juin 1985 .

4. By way of derogation from paragraph 1, and unless otherwise provided for in this Regulation or in one of the delegated acts adopted pursuant to this Regulation, Member States may permit the making available on the market or entry into service of components or separate technical units which are intended for mounting on vehicles which, when made available on the market or entered into service, were not required to be type-approved by this Regulation or by Directive 2002/24/EC.
4. Par dérogation au paragraphe 1 et sauf disposition contraire du présent règlement ou d'un des actes délégués adoptés en application du présent règlement, les États membres peuvent autoriser la mise à disposition sur le marché ou la mise en service de composants ou d'entités techniques destinés à être montés sur des véhicules qui, lorsqu'ils ont été mis à disposition sur le marché ou mis en service, ne devaient pas faire l'objet d'une réception par type en vertu du présent règlement ou de la directive 2002/24/CE.
