Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). TRADUCTIONS EN CONTEXTE

A general assessment of the sources of the TEN-T investments during the period in question shows that the national public funding contributed about 78%, by far the largest part of the investments in the TEN-T network in the 2002 – 2003 period: together with loans from EIB, these two sources contributed more than 90% of the investment on the TEN-T network.
Une évaluation générale des sources d’investissement dans le réseau RTE-T sur la période considérée indique que la contribution du financement public national avoisine 78 %, ce qui constitue de loin la part la plus importante des investissements réalisés dans le réseau RTE-T en 2002 et 2003: cette source de financement et les prêts de la BEI représentent plus de 90 % des investissements dans le réseau RTE-T.

As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.
En ce qui concerne les systèmes de transport intelligents, la politique du RTE-T a contribué en particulier à préparer les projets Galileo et SESAR (programme de recherche sur la gestion du trafic aérien dans le ciel unique européen), initiatives européennes majeures qui devraient, lorsqu'elles seront opérationnelles, rendre l'utilisation des infrastructures de transport beaucoup plus efficace. En ce qui concerne le transport routier, ferroviaire et aérien, par exemple la gestion du trafic maritime (VTM) et les services d’information fluviale (SIF), des projets en matière de systèmes de transport intelligents ont été élaborés de façon flexible, sur la base des caractéristiques définies par les orientations relatives au RTE-T. Cette approche théorique permet d’incorporer les évolutions technologiques, les besoins du marché et les initiatives de coopération entre partenaires issus de différents États membres; alliée à la possibilité de contribution à hauteur de 50 % pour la préparation des projets, elle a eu une incidence notable sur le développement de projets transfrontaliers, qui sinon n’auraient peut-être pas existé. Les méthodes flexibles de mise en œuvre de projets de ce type, fondées sur des objectifs et critères préétablis, devraient aussi se prêter à la réalisation d'autres objectifs de la politique de transport, à savoir la fourniture de services de transport efficaces (du point de vue économique comme environnemental), sûrs, fiables et de grande qualité.

A more co-ordinated planning - though this remains the responsibility of each single Member State - and financing approach is therefore needed in the future, focusing the Community support on the more environmentally friendly modes on the main TEN corridors (bearing in mind the forthcoming enlargement) and concentrating the support to a more restricted number of projects, in particular those with low financial profitability but high trans-European added value.
Il sera donc nécessaire, à l'avenir, d'adopter une approche mieux coordonnée en matière de planification - même si cet élément continue à relever de chaque État membre séparement - et en matière de financement, en axant l'aide communautaire sur les modes de transport moins polluants dans les principaux couloirs des RTE (en gardant à l'esprit l'élargissement prochain) et en concentrant l'aide communautaire sur un nombre plus limité de projets, notamment les projets qui sont peu rentables au niveau financier mais qui présentent une valeur ajoutée importante sur le plan transeuropéen.

Is concerned by the lack of detailed information on the ongoing implementation of transport investments and by the delays which have occurred in the majority of the TEN-T projects currently under way; calls in this context for a more accurate evaluation of the implementation of these projects and insists, especially against the background of the economic crisis, on more certainty in respect of the timetable; reminds the Commission of Parliament’s resolution of 22 April 2009 on the TEN-T Green Paper, in paragraph 46 of which Parliament calls ‘on the Commission and the EIB to submit an annual list of specific co-financed projects to the Parliament and Council in the case of regional, cohesion and EIB co-funding of TEN-T projects, as is already the case for TEN-T co-financing’;

Emphasises the importance of integrating the Baltic Sea Region more closely into the TEN-T priority axes, in particular with regard to the Motorways of the Sea (TEN-T 21), extending the rail axis from Berlin to the Baltic coast (TEN-T 1), improving the rail axis from Berlin to the Baltic coast in combination with the Rostock-Denmark Seaway connection, and making more rapid progress in upgrading and using the Rail Baltica axis (TEN-T 27); also emphasises the need to complete the interconnections between the Baltic Sea Region and other European regions via the Baltic-Adriatic corridor;

11. Without prejudice to the law on the protection of industrial and commercial property, medicinal products for human use which have been authorised in accordance with the provisions of this Regulation shall benefit from an eight-year period of data protection and a ten-year period of marketing protection, in which connection the latter period shall be extended to a maximum of 11 years if, during the first eight years of those ten years, the marketing authorisation holder obtains an authorisation for one or more new therapeutic indications which, during the scientific evaluation prior to their authorisation, are held to bring a significant clinical benefit in comparison with existing therapies.

Les médicaments à usage humain autorisés conformément aux dispositions du présent règlement bénéficient, sans préjudice du droit concernant la protection de la propriété industrielle et commerciale, d'une période de protection des données d'une durée de huit ans et d'une période de protection de la mise sur le marché d'une durée de dix ans portée à onze ans au maximum si le titulaire de l'autorisation de mise sur le marché obtient pendant les huit premières années de ladite période de dix ans une autorisation pour une ou plusieurs indications thérapeutiques nouvelles qui sont jugées, lors de l'évaluation scientifique conduite en vue de leur autorisation, apporter un bénéfice clinique important par rapport aux thérapies existantes.
