IN-CONTEXT TRANSLATIONS

According to Article 6(1) of the MFF Regulation, the Commission makes each year, ahead of the budgetary procedure for year n+1, a technical adjustment to the multiannual financial framework (MFF) in line with movements in the EU's gross national income (GNI) and prices and communicates the results to the Council and the European Parliament.

The rules for applying the financial framework are laid down in the Interinstitutional Agreement, which contains the rules and procedures for the annual management of the financial framework (e.g. technical adjustments, adjustments connected with the conditions of implementation or with enlargement of the Union, and revision of the financial perspective).

15. Reiterates its longstanding position that the payments of special instruments (Flexibility Instruments, the EU Solidarity Fund, the European Globalisation Adjustment Fund and the Emergency Aid Reserve) must be counted over and above the MFF payment ceiling, as is the case for commitments; regrets that no agreement was made possible during last year’s budgetary procedure owing to the Council’s misinterpretation of the relevant MFF provision; stresses that the Council’s position on the matter may imply a further reduction of the MFF compared to the period 2007-2013; expects the matter to be settled with the 2015 technical adjustment of the Global Margin for Payments by the Commission;
15. réaffirme la position qu'il défend depuis longtemps, à savoir que le financement des instruments spéciaux (instruments de flexibilité, Fonds de solidarité de l'Union européenne, Fonds européen d'ajustement à la mondialisation et réserve d'aide d'urgence) doit être calculé au-delà du plafond des paiements du CFP, à l'instar des engagements; regrette qu'aucun accord n'ait été possible au cours de la procédure budgétaire de l'an dernier en raison de l'interprétation erronée que donnait le Conseil de la disposition correspondante du CFP; souligne que la position du Conseil sur la question pourrait entraîner une nouvelle réduction du CFP par rapport à la période 2007-2013; espère que la question sera réglée grâce à l'ajustement technique de la marge globale pour les paiements par la Commission en 2015;

5. The examination procedure referred to in Article 16(3) of Regulation (EU) No 236/2014 shall not apply to non-substantial modifications or technical adjustments to thematic strategy papers and multiannual indicative programmes pursuant to which funds are reassigned within the indicative financial allocations per priority area, or the size of the initial indicative financial allocation is increased or decreased by not more than 20 % but by an amount not exceeding EUR 10 000 000, provided that such modifications or technical adjustments do not affect the priority areas and objectives set out in those documents.
5. La procédure d'examen visée à l'article 16, paragraphe 3, du règlement (UE) no 236/2014 ne s'applique pas aux modifications non substantielles ou aux adaptations techniques apportées aux documents de stratégie thématiques et aux programmes indicatifs pluriannuels, en vertu desquels des fonds sont réaffectés au sein des dotations financières indicatives par domaine prioritaire ou le montant de la dotation financière indicative initiale est augmenté ou diminué de 20 % au plus mais pour un montant ne dépassant pas 10 000 000 EUR, pour autant que ces modifications ou adaptations techniques n'affectent pas les domaines prioritaires ni les objectifs arrêtés dans ces documents.
