In order to send an unequivocal message to the Romanian authorities confirming the Community's condemnation of repression in Romania, its willingness to provide humanitarian assistance to the victims of repression and its determination to encourage peaceful transition to a pluralistic political and economic system ensuring the full respect of human rights, the Commission has taken the following decision, pending any significant improvement in the situation in Romania: The Commission is ready to provide humanitarian assistance to Romanian refugees, notably the approximately 25.000 in Hungary, in close liaison with the Hungarian authorities and with the competent international organisations; The 1980 agreements between the Community and Romania should be frozen; this means that: - the annual EC-Romania Joint Committee meeting, scheduled for late January or early February, will not be held; - the Community will make no new trade concessions to Romania; - the Commission will not send any technical missions to Romania; missions previously scheduled have been cancelled.
Soucieuse d'adresser un message sans équivoque aux autorités roumaines confirmant la condamnation par la Communauté de la répression en Roumanie, sa volonté de fournir une aide humanitaire aux victimes de la répression et sa ferme intention de favoriser un passage sans heurts à un système économique et politique pluraliste garantissant le plein respect des droits de l'homme, la Commission a pris la décision suivante, en attendant une amélioration significative de la situation en Roumanie : La Commission est disposée à fournir une aide humanitaire aux réfugiés roumains, et notamment aux quelque 25 000 personnes réfugiées en Hongrie, en liaison étroite avec les autorités hongroises et les organisations internationales compétentes; Les accords passés en 1980 entre la Communauté et la Roumanie devraient être gelés.
