99. Notes that since 2014 no appropriations have been provided for investment in the construction of the Konrad Adenauer building (KAD) in Luxembourg; recalls that the 2016 estimates included only appropriations to cover works and services to be to be paid directly by Parliament, principally for the project management, technical expertise and consultancy; invites the Secretary-General to evaluate, before the end of this year, the funds not used in the 2015 budget and to commit them to the KAD project, via a transfer request at year-end 2015, in order to avoid future building-related interest payments as far as possible;
99. prend acte que, depuis 2014, aucun crédit n'a été affecté à de quelconques investissements dans la construction du bâtiment Konrad Adenauer (KAD) à Luxembourg; rappelle que l'état prévisionnel pour 2016 prévoit uniquement des crédits destinés à couvrir les travaux et les services que le Parlement doit payer directement, notamment au titre de la gestion du projet, de l'expertise technique et des activités de conseil; invite le Secrétaire général à chiffrer, avant la fin de l'année, les moyens financiers non utilisés dans le budget 2015 et à les affecter au projet KAD par le biais d'une demande de virement à la fin de l'exercice 2015 pour éviter, dans la mesure du possible, tout paiement futur d'intérêt lié à ce bâtiment;

79. Regrets that, for the second time, structural defects have been discovered in Parliament's buildings, this time in the wooden ceiling beams of Parliament's Brussels Chamber; calls on DG INLO to make a full review of the structural situation of all of Parliament's buildings starting with those ones which still are guaranteed by the project developer against hidden faults, if possible with the support of a few selected experts from the national building offices of different Members States, making full use of in-house accumulated knowledge; calls on the Secretary-General to present a plan to the Bureau soon with all the technical details for these works plus the costs involved;
79. déplore que, pour la deuxième fois, des défauts structurels aient été découverts dans les bâtiments du Parlement, cette fois dans la charpente du plafond de bois de l'hémicycle de Bruxelles; invite la DG Infrastructures et logistique à réaliser un examen complet de la situation structurelle de tous les bâtiments du Parlement européen, en commençant par ceux qui bénéficient encore de la garantie du promoteur du projet contre les vices cachés, si possible avec le soutien de quelques experts choisis dans les administrations compétentes de divers États membres, en faisant plein usage des connaissances accumulées dans l'institution; invite le secrétaire général à présenter bientôt au Bureau un plan avec tous les détails techniques et tous les coûts induits de ces travaux;

Notes that heading 5 will be under considerable pressure in 2005 due, among other things, to the effects that the new gross national income estimates will have on the technical adjustment of the Financial Perspective and the resulting reduction of the ceiling; recalls that all the Secretaries General of the institutions presented an estimation of needs in 2005 in the third report on the evolution of heading 5; points out that the estimation provided is no longer compatible with the adjusted ceiling of the Financial Perspective in 2005; urges all institutions, therefore, to fine-tune and scale down their needs when they present their 2005 estimates of expenditure, so that the ceiling of heading 5 is not exceeded, as is also outlined in the attached declaration on heading 5;
30. fait observer que la rubrique 5 sera soumise à une pression considérable en 2005 à cause notamment des conséquences que les nouvelles estimations pour le RNB auront sur l'ajustement technique des perspectives financières et de la réduction du plafond qui s'ensuivra; rappelle que tous les secrétaires généraux des institutions ont présenté une estimation des besoins de 2005 dans le troisième rapport sur l'évolution de la rubrique 5; fait observer que l'estimation en question n'est plus compatible avec le plafond ajusté des perspectives financières pour 2005; demande instamment à toutes les institutions d'affiner l'estimation de leurs besoins et de les revoir à la baisse lorsqu'elles présenteront leurs estimations pour 2005, de manière à ce que le plafond de la rubrique 5 ne soit pas dépassé, ce qui est également déterminé dans la déclaration relative à la rubrique 5 jointe à la présente résolution;
