Steps should be taken at Union and international level to further strengthen and improve the science-policy interface and citizen engagement, such as through the appointment of Chief Scientific Advisors, as already done by the Commission and some Member States, or by making better use of institutions or bodies specialising in adapting scientific knowledge for public policy, such as national environment agencies and the European Environment Agency, as well as the European Environment Information and Observation Network (EIONET).
Des mesures devraient être prises au niveau de l’Union et sur le plan international en vue de renforcer et d’améliorer l’interface entre science et politique et l’engagement des citoyens dans le domaine de l’environnement, notamment en désignant des hauts conseillers scientifiques, comme cela a déjà été fait par la Commission et certains États membres, ou en faisant meilleur usage des institutions ou des organes spécialisés dans l’adaptation des connaissances scientifiques à des fins de politique publique, comme les agences environnementales nationales, l’Agence européenne de l’environnement et le réseau européen d’information et d’observation de l’environnement (EIONET).

The Commission will collaborate with national promotion agencies and stakeholders in order to complement national information and promotion efforts on study and funding opportunities, in particular in Member States with a smaller international student presence, and will promote the European dimension of higher education outside Europe, with the help of EU delegations and education and research counsellors in Member State Embassies.
La Commission collaborera avec les agences nationales de promotion et les parties intéressées à l’échelon national afin de compléter les efforts nationaux d’information et de promotion sur les possibilités d’études et de financement, en particulier dans les États membres qui accueillent peu d’étudiants internationaux, et mettra en avant la dimension européenne de l’enseignement supérieur à l’extérieur de l’Europe avec l’aide des délégations de l’UE et les conseillers en éducation et en recherche des ambassades des États membres.

The Commission will: – Foster the comparability of qualifications, credits and registration systems through international cooperation and dialogue; – Enhance the quality of mobility through a reinforced Erasmus Charter by the end of 2013 including through guidelines for HEIs for self-assessment and monitoring; – Promote the implementation of U-Multirank, the new multi-dimensional and international ranking tool for HEIs to enhance the transparency, comparability and benchmarking between HEIs; – Support cooperation with national promotion agencies and alumni associations by sharing information and coordinating joint actions in order to market Europe as a high-quality study and research destination (e.g. student fairs and the design of joint promotion tools).
La Commission: – soutiendra la comparabilité des diplômes, crédits et systèmes d'enregistrement en coopérant et en dialoguant à l’échelle internationale; – améliorera la qualité de la mobilité par le renforcement de la charte Erasmus d'ici à la fin de 2013, y compris au moyen de l’adoption de lignes directrices pour l’auto‑évaluation et le suivi destinées aux EES; – promouvra la mise en œuvre de U‑Multirank, le nouvel instrument pluridimensionnel et international de classement des EES, aux fins d’améliorer la transparence entre les EES ainsi que leur comparabilité et leur référenciation; – soutiendra la coopération avec les agences nationales de promotion et les associations d’anciens étudiants, en échangeant des informations et en coordonnant des actions communes visant à faire la publicité de l’Europe en tant que destination d’études et de recherche de qualité (p. ex. des foires destinées aux étudiants et la conception d’instruments communs de promotion).

Expresses serious concern at Law 6532, which came into force on 26 April 2014 and which dramatically increases the powers of the National Intelligence Agency (MİT), undermining the freedom of the media, freedom of expression and the right to access information of public interest, rendering the staff of the Agency virtually immune to legal proceedings and violating privacy rules by making it possible for the Agency to procure personal data without a court order; considers that these provisions violate Turkey’s obligations in respect of international humanitarian law and its own national laws;

Recalls its serious concern about the recent unveiling of US National Security Agency surveillance programmes, and of similar programmes operated by intelligence agencies in various Member States, in the recognition that, should the information available up to now be confirmed, these programmes entail a serious violation of the fundamental right of EU citizens and residents to privacy and data protection, as well as of the right to private and family life, the confidentiality of communications, the presumption of innocence, freedom of expression, freedom of information, and the freedom to conduct business;
65. rappelle les graves inquiétudes que lui inspirent les récentes révélations concernant les programmes de surveillance de l'agence de sécurité nationale des États-Unis et les programmes similaires menés par des services de renseignement dans divers États membres, dès lors que, si les informations actuellement disponibles venaient à être confirmées, ces programmes constitueraient une grave violation du droit fondamental au respect de la vie privée et à la protection des données dont peuvent se prévaloir les citoyens et les résidents de l'Union, ainsi qu'une violation de la vie privée et familiale, de la confidentialité des communications, de la présomption d'innocence, de la liberté d'expression, de la liberté d'information et de la liberté d'entreprise;

A. whereas allegations have been made by a former technical worker at the CIA and the National Security Agency (NSA), Edward Snowden, claiming that US agencies have been gathering data on people with the help of major internet companies and that the NSA and FBI have been exchanging information with internet companies and sharing this information with EU Member States;
