Is concerned by the on-going negotiations of the Commission on a plurilateral trade in services agreement (TISA) with mainly OECD countries and the expressed intention to sign up to even further liberalisation than enshrined in the current GATS agreement; cautions on the ambition to conclude negotiations in time for the upcoming WTO ministerial conference on 9 December 2013; considers that the increasing number of bilateral and plurilateral agreements is leading to an accelerated reduction of democratic participation of developing countries in defining the agenda of the international terms of trade within the framework of the WTO; considers that TISA is a new threat to public services, which are an essential tool for the reduction of poverty, for job creation and for democracy and are of particular importance to citizens in times of crisis; opposes any further liberalisation of financial services that would limit the political scope of governments to regulate and control the financial sector, which is necessary to prevent tax evasion and money laundering;

Points out that, while the Agreement primarily concerns trade matters, respect for democracy and human rights is an essential part of the strategy of cooperation envisaged both for the Interim Agreement and for a possible future ratification of the Partnership and Cooperation Agreement (PCA), and entails the unconditional application of the human rights and democracy clause; draws Turkmenistan's attention to the fact that the EU is prepared to suspend parts of its agreements with States that fail to comply with the relevant clause, as happened with Uzbekistan in October 2005;

Calls on Israel to fulfil its international obligations under the Geneva Conventions to guarantee the flow of humanitarian aid, humanitarian assistance and essential services, such as electricity and fuel, to the Gaza Strip; calls for the lifting of the blockade of the Gaza Strip; calls on Israel to ensure the movement of people and goods at Rafah, in compliance with the Agreement on Movement and Access and the EU Border Assistance Mission, as well as the movement of goods at Karni; calls on the Council, the High Representative for the Common Foreign and Security Policy and the Commission to face up to their full responsibility on the implementation of that agreement; calls on Israel to guarantee the flow of financial assets to the Gaza Strip, which has been suspended since 25 September 2007, and considers that the lack of access to any financial assets has a serious impact on the economic, social and daily life of the Palestinian people;

In the event that an existing international coach and bus service is seriously affecting the viability of a comparable service covered by one or more public service contracts conforming to Community law on the direct sections concerned, due to exceptional reasons which could not have been foreseen at the time of granting the authorisation, a Member State may, with the agreement of the Commission, suspend or withdraw the authorisation to run the international coach and bus service after having given 6 months’ notice to the carrier.
