Deplores the content of the political agreement of 6 October 2015 within the Council, which falls short of the Commission’s legislative proposal of March 2015 amending Directive 2011/16/EU as regards mandatory automatic exchange of information in the field of taxation; stresses that the latter provided, on top of a common framework for the registration and automatic exchange of information on rulings, provisions allowing the Commission to effectively monitor its implementation by Member States and ensure that rulings do not have a negative impact on the internal market; stresses that the adoption of the Council’s position would prevent drawing all benefits from the automatic exchange of rulings, in particular in terms of effective implementation, and calls on the Council, therefore, to stick to the Commission’s proposal and take due account of the Parliament’s opinion thereon, in particular as regards the scope of the directive (all tax rulings instead of cross-border only), the retroactivity period (all tax rulings still valid should be exchanged) and the information provided to the Commission, which should have access to the tax rulings;

Stresses the importance of respecting the principles underlying the European project, namely, equality of Member States, solidarity, cohesion and cooperation; draws attention to the need to stick to those principles by effectively addressing internal imbalances and moving towards substantial convergence through coordination between eurozone and non-eurozone Member States;

The Commission will go on the offensive: drawing on a very broad convergence of views with the European Parliament, it will conduct the necessary consultations, work on the sticking points and come up with proposals to break the deadlock before the end of the year.
