10. Concurs with the recommendations of the European Court of Auditors' Special Report on EU support for rehabilitation following the earthquake in Haiti, in particular on the adoption of a common DEVCO-ECHO strategy to ensure more effective linkage and synergy between their respective activities and urges the Commission to implement these recommendations in all its on-going and future operations in the context of a post-disaster or fragile situation; invites the Commission to inform the co-legislators of any budgetary or legal constraints that hindered effective implementation of EU support for rehabilitation in Haiti following the earthquake;
10. souscrit aux recommandations du rapport spécial de de la Cour des comptes européenne sur l'aide à la réhabilitation apportée par l'Union européenne à la suite du tremblement de terre en Haïti, en particulier sur l'adoption d'une stratégie commune DEVCO-ECHO pour assurer un lien et une synergie plus efficaces entre leurs activités respectives, et demande instamment à la Commission d'appliquer lesdites recommandations à l'ensemble des opérations actuelles et futures qu'elle mène dans un contexte post-catastrophe ou de situation de fragilité; invite la Commission à informer les colégislateurs de toute contrainte légale ou budgétaire ayant entravé la mise en œuvre effective de l'aide de l'Union à la réhabilitation de Haïti à la suite du tremblement de terre;

The joint recommendations submitted by the concerned Member States support the case for the de minimis exemption, due to the increased costs entailed in the management of unwanted catches, both on board (sorting and boxing, storage and conservation) and on land (transport and storage, conservation, marketing and processing or destruction as special waste), compared to the limited and sometimes inexistent economic profit that could be derived from those unwanted catches.

This will require a systemic review of Union waste policies in line with the move towards a circular economy as well as setting ambitious recycling and prevention targets. Special public information efforts will have to make people aware of this issue and encourage them to act responsibly so as to reduce pollution and combat environmentally anti-social behaviour. Such public information efforts must also help people understand the rules on sorting and collecting household waste, which should be tailored more closely to consumer needs, and encourage people to sort their waste.
Cette évolution nécessitera un examen systématique des politiques de l'Union à l'égard des déchets dans l'optique de la transition vers une économie circulaire et la fixation d'objectifs ambitieux en matière de recyclage et de prévention; un travail spécifique d'information devra être conduit pour sensibiliser les citoyens et les inciter à se comporter d'une manière responsable afin de réduire la pollution et de lutter contre l'incivisme environnemental; ce travail d'information auprès du public doit viser également à rendre les règles de tri et de collecte des ordures ménagères plus compréhensibles et mieux adaptées aux besoins des consommateurs et inciter ces derniers au geste de tri.

2. As from 1 January 2015, the competent authority of each Member State shall, in particular, exchange information automatically in order to enable Member States of consumption to ascertain whether taxable persons not established in their territory declare and correctly pay the VAT due with regard to telecommunication services, broadcasting services and electronically supplied services, regardless of whether those taxable persons make use of the special scheme provided for in Section 3 of Chapter 6 of Title XII of Directive 2006/112/EC.
2. À partir du 1er janvier 2015, l’autorité compétente de chaque État membre procède en particulier à un échange automatique des informations afin de permettre aux États membres de consommation de vérifier si les assujettis non établis sur leur territoire déclarent et paient correctement la TVA due sur les services de télécommunication, de radiodiffusion et de télévision et sur les services fournis par voie électronique, que l’assujetti choisisse ou non d’avoir recours au régime spécial prévu au titre XII, chapitre 6, section 3, de la directive 2006/112/CE.

Notwithstanding the first subparagraph and without prejudice to Article 40 of this Regulation, an enquiry into the amounts declared by a taxable person in connection with the supply of telecommunications services, broadcasting services and electronically supplied services which are taxable in the Member State in which the requesting authority is situated and for which the taxable person makes use or opts not to make use of the special scheme provided for in Section 3 of Chapter 6 of Title XII of Directive 2006/112/EC, may only be refused by the requested authority if information on the same taxable person obtained in an administrative enquiry held less than two years previously, has already been supplied to the requesting authority.

However, each Member State shall take part in exchanges of the information available to it with regard to telecommunications services, broadcasting services and electronically supplied services for which the taxable person makes use or opts not to make use of the special scheme provided for in Section 3 of Chapter 6 of Title XII of Directive 2006/112/EC’.

To reach best the various target groups, the Commission has put a special emphasis on information support to press and media.

The Government decision on landfills (861/1997) requires several measures to be taken to ensure that there is sufficient information on the waste deposited on landfill and that the properties of waste correspond to the information given on waste (e.g. Sections 6 and 7).
