The CVM includes four specific criteria to address Romania’s deficiencies in judicial reform, integrity and the fight against high-level corruption, as well as the prevention and fight against corruption in the public sector.

This led to the establishment of a framework to support Romania and to monitor progress in these areas, the Cooperation and Verification Mechanism (CVM).[1] Benchmarks were established in four areas: Judicial reform, integrity, the fight against high-level corruption, and the prevention and fight against corruption in the public sector.
Un cadre avait donc été créé pour soutenir la Roumanie et suivre les progrès réalisés dans ces domaines: le mécanisme de coopération et de vérification (MCV)[1]. It will draw on the minimum standards against corruption established by existing international instruments such as the Council of Europe's Criminal Law Convention on Corruption[21], Civil Law Convention on Corruption[22], Twenty guiding principles for the fight against corruption[23], the UNCAC[24] and the OECD Anti-Bribery Convention[25].

Takes the view that the fight against corruption should be at the core of the peace-building process in Afghanistan, since bribery causes misallocation of resources, constitutes an obstacle in terms of access to basic public services such as health and education, and represents a huge impediment to the country’s socio-economic development; emphasises likewise that corruption undermines confidence in the public sector and the government, and consequently constitutes a major threat to national stability; therefore, urges the EU, when providing assistance to Afghanistan, to pay special attention to the fight against corruption;
