Responsibility for all other matters lies with the Member States. The Directive lays down a minimum length of contract, certain requirements concerning the minimum amount of information to be provided by vendors, rules relating to the drawing up of contracts, the right of cancellation and withdrawal, a ban on the making of advance payments, and mandatory cancellation of any credit advanced to the purchaser by the vendor should the credit agreement be cancelled.
