As a result, and by virtue of Article 3 of the Council Decision (EU) 2016/2369 on the signing and provisional application of the Protocol, the provisions of the Trade Agreement between the European Union and its Member States, of the one part, and Colombia and Peru, of the other part shall be applied on a provisional basis by the European Union as provided for in Article 330(3) thereof, pending the completion of the procedures necessary for the conclusion of the said Protocol, with the exception of Article 2, Article 202(1) and Articles 291 and 292 of the Agreement.

It accordingly: - adopted a Decision on transitional measures to be applied from 1 March 1995 following the expiry of the financial protocol to the 7th EDF; - agreed to the Protocol to the 4th ACP-EC Convention consequent on the accession of Austria, Finland and Sweden to the European Union and adopted a Decision concerning the provisional application of that Protocol; - delegated powers to the ACP-EC Committee of Ambassadors to draw up and adopt transitional measures for the advance implementation of certain provisions of the revised Convention in order for them to enter into force on 1 January 1996.

The Council also approved, on behalf of the Community: - the Agreement revising the Fourth ACP-EC Convention which is to be signed in Mauritius on 4 November on the occasion of the ACP-EC Council of Ministers and the decision to sign the Agreement on behalf of the Community, together with the representatives of the Member States; - the Protocol to the Fourth ACP-EC Convention consequent on the accession of the Republic of Austria, the Republic of Finland and the Kingdom of Sweden to the European Union, to be signed also in Mauritius on 4 November, and the Decision concerning the provisional application of the Protocol from 1 January 1996; - the proposal for a Decision of the ACP-EC Council of Ministers on transitional measures to be applied from 1 March 1995 following the expiry of the financial protocol to the 7th EDF.
Le Conseil a également approuvé, du côté communautaire: - l'Accord portant révision de la 4ème Convention ACP-CE qui sera signé le 4 novembre prochain à l'Ile Maurice en marge de la session du Conseil des Ministres ACP-CE et la décision de cette signature au nom de la Communauté, conjointement avec les représentants des Etats membres; - le Protocole à la Quatrième Convention ACP-CE consécutif à la suite de l'adhésion de l'Autriche, de la Finlande et de la Suède à l'Union européenne, qui sera signé également le 4 novembre prochain à l'Ile Maurice et la décision relative à l'application provisoire de ce Protocole à partir du 1er janvier 1996; - la proposition de décision du Conseil des Ministres ACP-CE relative à des mesures transitoires applicables à partir du 1er mars 1995 suite à l'expiration du protocole financier du 7ème FED.
