Underlines the utmost importance of the fight against corruption and organised crime for the rule of law in the country; welcomes the recent adoption of several laws related to the fight against corruption and encourages the Serbian authorities to focus on their effective implementation; but expresses its concern about the lack of implementation and the increasing influence of the executive branch on the work of independent institutions and the media; points out, in this regard, that the position of Serbia in the Corruption Perception Index has not improved over the last three years; stresses that not only declaratory but genuine political will is needed to combat corruption; encourages the government to build up strong leadership over the anti-corruption processes; equally, welcomes the decision of the Constitutional Court on the unconstitutionality of holding several public functions as a step towards greater transparency in the public sector, lowering the risk of conflicts of interests; underlines, however, that intertwined interests of political parties and private interests sustain systemic corruption, a common problem in the region which continues to be widespread, and calls for a credible record of prosecution of high-level cases and for implementation of an appropriate protection system for the persons who report it; underlines likewise that corruption in the health sector is a particular concern; urges the government to follow up on the findings of high-level and systemic corruption identified by the Anti-Corruption Council and Anti-Corruption Agency as well as to ensure that these agencies have adequate financial and administrative resources to perform their work and to give more high-level support to the anti-corruption strategy;

Recalls the EU Council Framework Decision of March 2001 on victims of terrorism: emergency assistance, continuing assistance, investigation and prosecution, effective access to the law and justice, administration of justice, compensation, protection of the private and family life of victims, protection of the dignity and security of victims, information for victims and specific training for those responsible for assisting victims;
156. rappelle la décision-cadre du Conseil de l'Union de mars 2001 sur les victimes du terrorisme: aide d'urgence, assistance continue, enquêtes et poursuites, accès effectif au droit et à la justice, administration de la justice, indemnisation, protection de la vie privée et familiale des victimes, protection de la dignité et de la sécurité des victimes, information des victimes et formation spécifique des personnes chargées de l'assistance aux victimes;

17. Notes that in the three other cases, the Appointing Authority will take its decision on the opening of disciplinary proceedings as soon as it has received the necessary information as to the follow-up the Belgian authorities intend to give to those files; further notes that in a further case, in which OLAF has not submitted the file to the Belgian authorities, the Appointing Authority decided, in line with the recommendations of the administrative enquiry, to address a warning to the official concerned; reiterates its demand for the strict prosecution of all cases where fraudulent behaviour can be proved;
17. observe, en ce qui concerne les trois autres cas, que l'AIPN prendra sa décision d'ouvrir une procédure disciplinaire dès qu'elle aura reçu les informations indispensables relatives à la suite que les autorités belges entendent donner à ces dossiers; observe en outre que, dans un autre cas, dont le dossier n'a pas été transmis aux autorités belges par l'OLAF, l'AIPN a décidé, conformément aux recommandations de l'enquête administrative, d'adresser un avertissement au fonctionnaire concerné; répète qu'il tient absolument à ce que toutes les affaires dans lesquelles un comportement frauduleux pourra être établi fassent l'objet de poursuites rigoureuses;
