In January 2002, DG Regional Policy invited national authorities involved in the ISPA process to an "ISPA Partner Meeting" to take stock of the experience gained during the first two years of ISPA and to define near-term priorities related to programming and implementation, and in particular as regards financial management and control issues.
En janvier 2002, la DG Politique régionale a invité les autorités nationales impliquées dans le processus ISPA à une «réunion des partenaires ISPA» afin de tirer parti de l'expérience accumulée au cours des deux premières années d'existence de l'ISPA et de définir des priorités à court terme en ce qui concerne la programmation et la mise en oeuvre et, en particulier, la gestion et le contrôle financiers.

These meetings enabled the Commission and the Spanish administration to hold useful discussions confirming the strategic aspects of programming, compliance with Community priorities, the quality of implementation of assistance and analysis of the first results secured in order to improve the physical and financial implementation, management, monitoring and inspection of the measures part-financed.

Institutional arrangements should also be made for annual or biannual technical meetings of territorial and delegated authorising officers with the Commission, along the lines of the meetings of management authorities held in Brussels for the structural funds, with a view streamlining the programming and implementation of funds and facilitating dialogue.

Annual or biannual meetings between the regional authorising officers and authorising officers by delegation should also be organised, along the lines of the meetings in Brussels of the authorities which manage the Structural Funds, in order to streamline the programming and implementation of the funds and to facilitate dialogue.

19. Regrets the fact that the provisional organisation chart of the EEAS does not include all existing units dealing with crisis response planning and programming, conflict prevention and peacebuilding with the CSDP structures in line with the Madrid agreement; calls in this context for the organisation of regular meetings of a crisis management board to be composed of the CMPD, the CCPC, the EUMS, the EU SITCEN, the peace-building, conflict prevention, mediation and security policy units, the Chair of the PSC, the geographical desks and other policy departments concerned, placed under the authority of the VP/HR and the executive Secretary-General and with the participation of the Commission humanitarian aid, civil protection and internal security structures according to the circumstances; such meetings would be coordinated by the Managing Director for Crisis Response; calls on the VP/HR and the Commission to equip the board with an efficient alert and emergency system and a large unified operations room, located within the EEAS, so as to enable surveillance to be carried out 24 hours a day, 7 days a week, hence avoiding the present operational overlapping, which hardly squares with the need for a proper surveillance and rapid reaction system to deal with crises; considers that regular coordination and exchange should be ensured between this system and the European emergency response centre currently being developed by the Commission to guarantee appropriate synergies while respecting each other’s competencies;
19. déplore le fait que l'organigramme provisoire du SEAE ne comprenne pas toutes les unités chargées de la planification et de la programmation des interventions en cas de crise, de la prévention des conflits et de la consolidation de la paix dans les structures de la PSDC, conformément aux accords de Madrid; demande dans ce contexte que se réunisse, sur une base régulière, un conseil de gestion des crises, composé de la CMPD, de la CCPC, de l'EMUE, du SITCEN, des unités de consolidation de la paix, de prévention des conflits, de médiation et de politique de sécurité, de la présidence de la PSC, des bureaux géographiques et des autres structures thématiques concernées, placé sous l'autorité de la VP/HR et du secrétaire général exécutif et avec la participation des structures d'aide humanitaire, de protection civile et de sécurité intérieure de la Commission en fonction des circonstances; ces réunions seraient coordonnées par le directeur général pour assurer la réponse aux crises; invite la VP/HR et la Commission à doter cette structure d'un système efficace d'alerte et d'urgence et d'une grande salle opérationnelle unifiée, située au siège du SEAE, capable d'assurer une surveillance 24 heures sur 24, sept jours sur sept, évitant ainsi l'existence de chevauchements opérationnels, qui cadrent rarement avec la nécessité de disposer d'un système adapté de surveillance et de réaction rapide aux crises; une coordination et un échange réguliers doivent être assurés entre ce système et le centre européen pour l'intervention d'urgence actuellement mis au point par la Commission afin de garantir des synergies appropriées tout en respectant les compétences spécifiques de chacun;

2. In principle, the Technical Commission shall meet annually and shall consult at the request of one of the Management Entities to review the operation and administration of the ENERGY STAR Labelling Program, the Common Specifications set forth in Annex C, product coverage, and the progress in achieving the objectives of this Agreement.

La commission technique se réunit en principe chaque année et délibère à la demande de l'un des organes de gestion pour examiner le fonctionnement et la gestion du programme d'étiquetage ENERGY STAR ainsi que les spécifications communes énoncées à l'annexe C, les produits couverts par le programme et les progrès accomplis par rapport aux objectifs visés par le présent accord.
