2. Reiterates its position in its resolution of 15 January 2009 on the situation in the Gaza Strip and expresses its concern for the recrudescence of the Israeli-Palestinian conflict which has already affected the political dialogue among the partners of the Euro-Mediterranean partnership; considers it important to avoid further delay in this initial phase of the Union for the Mediterranean and hopes that the cooperation will gather pace again as soon as possible, making its contribution to the shared goal of peace in the Middle East; stresses that, having regard to the principles agreed at the above-mentioned Paris summit of 13 July 2008 and meeting of the Ministers of Foreign Affairs at Marseille on 3 and 4 November 2008, the new institutions of the Union for the Mediterranean should concentrate on a clear project-oriented dimension, which constitutes its principal added value;
2. réitère sa position exprimée dans sa résolution du 15 janvier 2009 sur la situation dans la bande de Gaza et exprime son inquiétude face à la recrudescence du conflit israélo-palestinien, qui a d'ores et déjà affecté le dialogue politique mené par les membres du partenariat euro-méditerranéen; juge important d'éviter tout retard supplémentaire au cours de cette phase initiale de l'Union pour la Méditerranée et espère que la coopération se renforcera à nouveau dans les meilleurs délais, contribuant ainsi à l'objectif commun de paix au Moyen-Orient; souligne qu'au regard des principes adoptés lors du Sommet de Paris du 13 juillet 2008, précité, et lors de la réunion précitée des ministres des Affaires étrangères à Marseille les 3 et 4 novembre 2008, les nouvelles institutions de l'Union pour la Méditerranée doivent se concentrer sur une dimension clairement axée sur des projets, qui constitue sa principale valeur ajoutée;

11. Urges the Council to ensure that the EU, as the principal humanitarian donor in the Palestinian Territories, plays a major political role, also in the framework of the Quartet, in finding peace between Israelis and Palestinians; calls for improved cooperation between the parties within the Quartet and a renewed partnership between the EU and the US in the efforts aimed at bringing lasting peace and stability to the Middle East; welcomes and supports the Quartet’s call for continued emergency and humanitarian assistance, without obstruction, to the population in the Gaza Strip; takes the view that every effort should be made to reinforce the sovereignty and territorial integrity of Lebanon and to find a solution to the current political crisis in that country; calls for concerted EU-US action to encourage Syria to cooperate with the international community and to play a constructive role in the region;
11. invite instamment le Conseil à veiller à ce que l'UE, en tant que principale donatrice d'aide humanitaire dans les territoires palestiniens, joue un rôle politique majeur, également dans le cadre du Quartet, dans l'obtention de la paix entre Israéliens et Palestiniens; plaide en faveur d'une amélioration de la coopération entre les parties du Quartet et d'un renouveau du partenariat entre l'UE et les États-Unis en vue d'obtenir une paix durable et la stabilité au Proche-Orient; salue et appuie la demande du Quartet en faveur de la poursuite, sans rencontrer d'obstacles, de l'aide d'urgence et de l'aide humanitaire dans la bande de Gaza; est d'avis qu'il convient de tout mettre en œuvre pour renforcer la souveraineté et l'intégrité territoriale du Liban et trouver une solution à la crise politique actuelle dans ce pays; préconise une action concertée entre l'Union européenne et les États-Unis afin d'encourager la Syrie à coopérer avec la communauté internationale et à jouer un rôle constructif dans la région;
