Question No. 452 Mr. Tyrone Benskin: With regard to social and cooperative housing facilities: (a) what steps is the government presently taking, or does it anticipate taking in the next 12 months, to renew or extend the long-term operating agreements upon which social and cooperative housing organizations across Canada depend, given the impending expiry of funding arrangements established under Section 56.1 of the former National Housing Act, Section 95.1 of the Canada Mortgage and Housing Corporation (CMHC) Act, and agreements entered into by the federal government and Quebec government pertaining to Article 61 of Quebec’s National Housing Law; (b) will the government immediately commit to the renewal of the Renovation and Retrofit of Social Housing component of Canada’s Economic Action Plan; (c) what is the government’s long-term strategy to ensure the immediate health and survival of social and cooperative housing organizations subject to long-term operating partnerships with the federal government in the event these agreements expire; (d) what impact assessment has the government undertaken to verify the broader impact of expiring long-term operating agreements on the economy, job creation, and the affordability of residential housing for low income Canadians; (e) what steps has the government taken, or will take in the next 12 months, to develop and implement a coordinated strategy with provincial and municipal authorities for the funding of social and cooperative housing; and (f) what is the government’s plan to ensure the future construction and maintenance of social and cooperative housing across Canada?

(Return tabled) Question No. 469 Mr. Mark Holland: With regard to the government’s August 2010 announcements that new units would be constructed on the grounds of existing federal penitentiaries administered by the Correctional Service of Canada (CSC) as part of its implementation of the Act to amend the Criminal Code (limiting credit for time spent in pre-sentencing custody): (a) how many new units are being built as part of this accommodation plan; (b) at which institutions will these new units be constructed; (c) what is the timeline, broken down annually, for the building of these new units at existing facilities; (d) how many offenders per unit are the new units designed to house; (e) what were the criteria for selecting the locations of the new units; (f) were the communities in which the facilities chosen for expansion are housed consulted about the planned expansion and, if so, when; (g) has a review of the impacts on host communities of expanding existing facilities been undertaken by CSC and, if so, what were the results; (h) what evidence does CSC have to support their claim that the prison expansion plan will ensure " tangible economic growth”; (i) what are the costs associated with the construction of the new units per year and over their projected life-cycle; (j) what are the costs associated with operating and maintaining the new units per year and over their projected life-cycle; and (k) over the next 20 years, is CSC considering the closure of any facility at which new units are being constructed and, if so, which facilities and what is the timeline for their closure?

Larry Bagnell: With regard to social housing needs in the territories of the Yukon, Northwest and Nunavut: (a) did the government conduct an audit in order to determine the social housing needs of each territory, (i) if so, what are the results, (ii) if not, what are the government’s plans to conduct such an audit; (b) how does the government determine the social housing needs in each territory; (c) how are the needs of aboriginal and non-aboriginal populations determined; (d) what mechanism does the government have in place to ensure that aboriginal and non-aboriginal social housing needs are addressed on an equitable basis; (e) what is the average age of social houses in the three territories; (f) how many social houses have been constructed per territory since 2006; (g) what is the average occupancy per social house; (h) what is the projected lifespan of a social house; (i) how many social houses have been constructed per territory that are now deemed uninhabitable; and (j) what, if any, plans does the government have to replace uninhabitable social homes?

Question No. 63 Mr. John Cummins: With regard to the expansion of the Roberts Bank Port Facility to include a third berth and a second terminal as per the Tsawwassen Final Agreement and related Side-Agreements, the Memorandum of Agreement between the Tsawwassen Band and the Vancouver Port Authority, and the related Settlement Agreement between the Tsawwassen Band, Canada, British Columbia (B.C.), Vancouver Port Authority, B.C. Ferry Services, B.C. Rail Ltd and B.C. Transportation and Financing Authority: (a) how many acres (or hectares) of farm land will be used for Roberts Bank port and rail related developments now underway or under study; (b) with the completion of the Roberts Bank port expansion, including both the third berth and second terminal, what plans, if any, are there to use the Brunswick Point farmlands; (c) is the affected Roberts Bank farmland presently protected by the B.C. Agricultural Land Reserve designation; (d) does the Tsawwassen Final Agreement address the issue of farmland protection and if so, how; (e) will the farmland continue to be protected by the Agricultural Land Reserve designation following ratification of the Tsawwassen Final Agreement and, if not, why; (f) did the Vancouver Port Authority undertake to work jointly with the Tsawwassen Band to ensure the removal of the Agricultural Land Reserve designation from the farmland and, if so, why and what alternate measures did it put in place to protect farmland adjacent to the Roberts Bank port, rail and highway expansion; (g) did the Vancouver Port Authority agree to jointly develop with the Tsawwassen Band a container handling facility on the farmland protected by the B.C. Agricultural Land Reserve designation and, if so, why did the Vancouver Port Authority enter into such an agreement rather than develop container handling facilities further inland in a less environmentally sensitive area; (h) did the Vancouver Port Authority agree that the land would be leased at lease rates ...
