Definition: The main feature is loss of memory, usually of important recent events, that is not due to organic mental disorder, and is too great to be explained by ordinary forgetfulness or fatigue. The amnesia is usually centred on traumatic events, such as accidents or unexpected bereavements, and is usually partial and selective. Complete and generalized amnesia is rare, and is usually part of a fugue (F44.1). If this is the case, the disorder should be classified as such. The diagnosis should not be made in the presence of organic brain disorders, intoxication, or excessive fatigue.

Welcomes the resolutions passed by Parliament calling for the closure of the Guantánamo Bay detention centre and the contributions that Parliament has made to raising the profile of that centre and its human rights concerns relating thereto; calls on the Council and the Commission to urge the US Government to find a mechanism that will facilitate the charging or releasing of detainees in accordance with international law; welcomes the fact that, in May 2006, Albania became the first country to resettle five Chinese Uighurs from Guantánamo, but regrets that 13 Chinese Uighurs who have been cleared for release by the United States Government remain in Guantánamo Bay as the United States Government has rightly concluded that they cannot be returned to China for fear of torture; calls on the Council, the Commission and Member States to work with the United States Government to facilitate the settlement of all those remaining individuals who the United States has concluded pose no threat to the United States or its allies but who cannot be returned to their home countries for fear of torture; is concerned that the very existence of the Guantánamo Bay detention centre continues to send out a negative signal as to how the fight against terrorism is being pursued;

It is important, too, and we would like to see this mentioned in the text that we are to vote upon tomorrow, at a time when we are involved in enlarging the Union to include countries for which the respect of fundamental rights is a significant question. It is important, finally, at a time when we consider – and we should like to specify this in the text that we shall be voting upon tomorrow – that the Union has passed the stage of economic integration and has clearly undertaken a process of political and social integration.
