Member States and other project promoters shall carry out environmental assessment of plans and projects in particular as provided in Council Directives 85/337/EEC of 27 June 1985 on the assessment of the effects of certain public and private projects on the environment and 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora, and Directives of the European Parliament and of the Council: 2000/60/EC of 23 October 2000 establishing a framework for Community action in the field of water policy , 2001/42/EC of 27 June 2001 on the assessment of the effects of certain plans and programmes on the environment, and 2009/147/EC of 30 November 2009 on the conservation of wild birds in order to avoid or, when not possible, mitigate or compensate for negative impacts on the environment, such as to landscape fragmentation, reduction of natural habitats, migration barriers, collision of vehicles with animals, soil sealing, air and water pollution as well as noise and to effectively protect biodiversity.

Relevant requirements exist in Union legal acts in relation to the development of plans and projects, in particular in Directive 2001/42/EC of the European Parliament and of the Council of 27 June 2001 on the assessment of the effects of certain plans and programmes on the environment , Directive 2003/35/EC of the European Parliament and of the Council of 26 May 2003 providing for public participation in respect of the drawing up of certain plans and programmes relating to the environment , Directive 2011/92/EU of the European Parliament and of the Council of 13 December 2011 on the assessment of the effects of certain public and private projects on the environment and Directive 2012/18/EU of the European Parliament and of the Council of 4 July 2012 on the control of major-accident hazards involving dangerous substances .

(10) All plans and programmes which are prepared for a number of sectors and which set a framework for future development consent of projects listed in Annexes I and II to Council Directive 85/337/EEC of 27 June 1985 on the assessment of the effects of certain public and private projects on the environment(7), and all plans and programmes which have been determined to require assessment pursuant to Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild flora and fauna(8), are likely to have significant effects on the environment, and should as a rule be made subject to systematic environmental assessment. When they determine the use of small areas at local level or are minor modifications to the above plans or programmes, they should be assessed only where Member States determine that they are likely to have significant effects on the environment.
(10) L'ensemble des plans et des programmes qui sont préparés pour un certain nombre de secteurs et qui fixent le cadre de décisions ultérieures d'autorisation de projets énumérés aux annexes I et II de la directive 85/337/CEE du Conseil du 27 juin 1985 concernant l'évaluation des incidences de certains projets publics et privés sur l'environnement(7) et l'ensemble des plans et des programmes pour lesquels une évaluation a été estimée nécessaire conformément à la directive 92/43/CEE du Conseil du 21 mai 1992 concernant la conservation des habitats naturels ainsi que de la faune et de la flore sauvages(8) sont susceptibles d'avoir des incidences notables sur l'environnement et devraient, en règle générale, être soumis à une évaluation environnementale systématique; lorsqu'ils définissent l'utilisation de zones limitées au niveau local ou sont des modifications mineures des plans ou des programmes susmentionnés, ils devraient uniquement être évalués lorsque les États membres établissent qu'ils sont susceptibles d'avoir des incidences notables sur l'environnement.

In addition, under the EGNOS (European Geostationary Navigation Overlay Service) project, Portugal receives TEN funding for the purposes of the RIMS (Ranging and integrating monitoring stations) for terrestrial observation stations of GPS (Global Positioning System) and GLONASS (Global Navigation Satellite System) satellite constellations. This initiative is used in particular to build up a demonstration installation in the island regions, the locations for which still remain to be established.
En outre, dans le cadre du projet EGNOS, le Portugal émarge à des financements RTE pour le déploiement de RIMS (Ranging and integrating monitoring stations) correspondant à des stations terrestres de surveillance des constellations de satellites GPS et GLONASS ; cette initiative intervient en particulier pour la construction d'une installation de démonstration dans les régions insulaires, dont les sites restent à définir.
