Believes that the mainstreaming of the ‘territorial cooperation’ objective with the ‘convergence’ and ‘competitiveness and employment’ objectives is needed; calls for the programming to be better coordinated than it has been before; suggests that regional operational programmes should have the option to take an interest and participate in the cross-border, transnational and interregional projects that concern them by defining a territorial approach to the allocation of funding, for the benefit of priority projects, like the connection to the trans-European networks in border regions, identified in advance and in consultation with their partners in the programmes, in accordance with the principles of multi-level governance and partnership, which will allow better exploitation of the potential of territorial cooperation thanks to the relations developed among private and public actors across borders;

In addition to these actions, since 2008, the Commission has been operating a European Network of Associations of Victims of Terrorism. The aim of this network is to encourage transnational cooperation among associations of victims of terrorism and to provide greater protection of victims’ interests at EU level.
En complément à ces actions, la Commission a mis en place, depuis 2008, un réseau européen d’associations de victimes du terrorisme, qui a pour objectif de stimuler la coopération transnationale entre les associations de victimes du terrorisme et d’améliorer la défense des intérêts des victimes au niveau de l’Union européenne.

(8) Fraud and any other illegal activities affecting the financial interests of the Community, in particular in transnational cases which often involve organised international fraud schemes in two or more Member States, can be prevented and fought most effectively if information of an operational, statistical or general nature is analysed and subjected to risk analysis at Community level, using the intelligence and risk-analysis capacity of the Commission in general and OLAF in particular.

At the Commission’s initiative, up to 2% of the Fund’s available resources may be used to finance transnational actions or actions of interest to the Community as a whole (‘Community actions’) concerning the general objective of contributing to enhancement of the activities organised by the consular services of the Member States in third countries and the co-operation between Member States thereof and the objective of promoting the progressive inclusion of the customs, veterinary, phyto-sanitary controls in integrated border management activities according to the policy evolution in this field.
