For the submission of documents and information by means of electronic data interchange in accordance with paragraph 2, the technical requirements for practical implementation of electronic data interchange and any required amendments, especially concerning calculation of time limits and concerning necessary transactions between participants in the electronic data interchange, may be determined in accordance with the procedure referred to in Article 18 of Directive 75/442/EEC.

The objective is to establish an information system providing for real-time transport management, as well as the use of electronic transactions in transport, by means of the development of real-time electronic information and transaction systems, the harmonisation of transport message, procedure and document standards using Electronic Data Interchange (EDI) systems, a uniform liability regime designed to offer the end user a clear set of transparent conditions and procedures with regard to liability for cargos which may be damaged or lost during transportation, the development of information society technologies of benefit to intermodal transport, through the creation of an open structure which makes it possible to follow the movement of goods along the entire intermodal chain, and paperless transport, involving the harmonisation of document regulations and the creation of a single electronic window.
L'objectif consiste à réaliser un système d'informations permettant la gestion du transport en temps réel ainsi que l'utilisation des transactions électroniques dans les transports. Cela suppose l'élaboration de systèmes intermodaux de transaction et d'information électroniques en temps réel ; l'harmonisation des normes de communication, des procédures et des documents de transport sur la base de systèmes d'échange électronique de données (EDI) ; l'uniformisation du régime de responsabilité, de manière à offrir à l'utilisateur final un ensemble clair de conditions et de procédures transparentes en matière de responsabilité pour les cargaisons éventuellement endommagées ou perdues durant le trajet ; le développement des technologies de la société de l'information au profit du transport intermodal par la création d'une architecture ouverte permettant de suivre le mouvement des marchandises tout au long du parcours intermodal ; la possibilité du transport sans support papier par l'harmonisation des normes relatives aux messages et aux documents et la création d'un guichet électronique unique.

The Community's TEDIS programme (Trade Electronic Data Interchange Systems) as the focal point of European EDI coordination, is supporting the EDIFACT standard (Electronic Data Interchange For Administration Commerce and Transport). Both Europe and North America have agreed on EDIFACT, a standard developed by the United Nations Economic Committee for Europe, as a universal standard for electronic data interchange.
