Notes the growing number of petitions in the course of the legislative period and remains highly concerned that delays and response times are still too long throughout the registration phase and the admissibility phase in the process; calls for providing the Unit for Reception and Referral of Official Documents and the Petitions Committee Secretariat, respectively, with an additional administrator with juridical background, to issue recommendations related to whether the petition lies within the competence of European law; considers that, these recommendations, along with summaries of petitions, need to be provided to Members only in English first and then to be translated into all official languages only when being published; in order to further speed up the first decisions on admissibility; expects that the launch of the new petitions web-portal will diminish the number of questionable submissions which are occasionally registered as petitions;

In order to ensure respect of the principle of proportionality, and in the interests of enhancing the mobility of professionals in the Union, the controls carried out by, or under the supervision of, a competent authority should be limited to the knowledge of one official language of the host Member State, or one administrative language of the host Member State, provided that it is also an official language of the Union.

In concert with the Ministers for Education, I shall be making the frameworks of the Socrates and Leonardo da Vinci programmes more open to language teaching than has been the case in the past, and then I shall be presenting a report on the very practical way we have been implementing on the ground, and that is not all, because the year is not yet over and many projects are still underway, the lessons we have learned from the public. In this sense, when I talk about lessons that we have learned from the public, I am thinking of the entire linguistic panoply that we have in Europe, not only the 11 official languages, but also the sixty-odd languages spoken by Europe’s citizens.
De concert avec les ministres de l'Éducation, je vais ouvrir, plus que par le passé, les cadres des programmes Socrates et Leonardo da Vinci à l'enseignement des langues, puis je vais présenter un rapport sur la mise en œuvre très concrète, sur le terrain, des nombreux enseignements - et ce n'est pas terminé, parce que l'année n'est pas terminée et que beaucoup de projets continuent encore - que nous avons reçus des citoyens, et dans ce sens-là, lorsque je parle des enseignements que nous avons reçus des citoyens, je pense à toute la panoplie linguistique que nous avons en Europe, pas seulement aux 11 langues officielles, mais aux quelque soixante langues qui sont parlées par les citoyens européens.
