The establishment of a Brussels-based Council Working Group on Human Rights (COHOM), the adoption of a set of detailed EU guidelines on key human rights issues (freedom of religion or belief, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) rights, freedom of expression online and offline), the adoption of a toolbox for a rights-based approach to development, the adoption of local Human Rights Country Strategies based on the cooperative work of EU Delegations and Member States' Embassies, the setting up of human rights focal points in EU Delegations, the improvement of a targeted training programme for EU staff and Member States' diplomats, have all contributed to this goal.
L’établissement d’un groupe de travail du Conseil sur les droits de l’homme (COHOM) basé à Bruxelles, l’adoption d’un ensemble d’orientations et de lignes directrices détaillées de l’UE sur des questions essentielles liées aux droits de l’homme [la liberté de religion ou de conviction, les droits des personnes lesbiennes, gays, bisexuelles, transgenres et intersexuées (LGBTI), la liberté d’expression en ligne et hors ligne], l’adoption d’une «boîte à outils» en vue d’une approche du développement fondée sur les droits, l’adoption de stratégies locales par pays en matière de droits de l’homme sur la base d’une coopération entre les délégations de l’UE et les ambassades des États membres, la mise sur pied de points de contact pour les droits de l’homme au sein des délégations de l’UE, ainsi que l’amélioration d’un programme de formation ciblé à l’intention du personnel de l’UE et des diplomates des États membres sont autant de mesures qui ont contribué à cet objectif.

b.Building on the steps already taken in the implementation of the EU Anti-Trafficking Strategy, fully integrate human rights and victim protection into discussions on Trafficking in Human Beings (THB) in political, migration and mobility, security and human rights dialogues with the identified priority countries, and in discussions on THB with international organisations and donors operating in those priority countries; EU DELs in the priority countries will make full use of their appointed contact person for THB, and raise human rights-related issues when addressing THB in local EU coordination meetings, as well as in discussions on THB with the host-country authorities; support the ratification and implementation of key international conventions relating to THB, including ILO conventions concerning forced labour and domestic workers.
b.En s’appuyant sur les mesures déjà prises aux fins de la mise en œuvre de la stratégie de l’UE contre la traite des êtres humains, intégrer pleinement les droits de l’homme et la protection des victimes dans les discussions sur la traite des êtres humains (TEH) s’inscrivant dans les dialogues politiques, les dialogues sur les migrations et la mobilité, les dialogues sur la sécurité et les dialogues sur les droits de l’homme avec les pays prioritaires recensés, ainsi que dans les discussions sur la TEH avec les organisations internationales et les bailleurs de fonds opérant dans ces pays prioritaires; en ce qui concerne les délégations de l’UE dans les pays prioritaires, recourir pleinement à la personne de contact désignée en matière de TEH et soulever les questions liées aux droits de l’homme lorsque la TEH est abordée lors de réunions de coordination de l’UE au niveau local et lors de discussions avec les autorités desdits pays; soutenir la ratification et la mise en œuvre des principales conventions internationales en matière de TEH, y compris les conventions de l’OIT relatives au travail forcé et aux travailleurs domestiques.

a. Develop capacity and knowledge on the implementation of Business and Human Rights guidelines, in particular as regards the implementation of the UN Guiding Principles (UNGPs) and other tools/initiatives that contribute to the implementation of the UNGPs; strengthen the role and expertise of DELs in this context; raise awareness on the UNGPs and corporate social responsibility in external action and policy dialogue and proactively engage with business, civil society, National Human Rights Institutions, partner governments and regional organisations on issues related to business and human rights, as regards both civil and political rights and economic, cultural and social rights.

Développer les capacités et les connaissances pour ce qui est de la mise en œuvre des orientations ayant trait aux entreprises et aux droits de l’homme, en particulier les principes directeurs des Nations unies et les autres outils/initiatives contribuant à la mise en œuvre desdits principes; renforcer le rôle et l’expertise des délégations dans ce contexte; faire mieux connaître les principes directeurs des Nations unies et la responsabilité sociale des entreprises dans le cadre de l’action extérieure et du dialogue sur l’action à mener et collaborer de manière proactive avec les entreprises, la société civile, les institutions nationales des droits de l’homme, les gouvernements partenaires et les organisations régionales sur les questions liées aux entreprises et aux droits de l’homme, en ce qui concerne tant les droits civils et politiques que les droits économiques, culturels et sociaux.

Civil society representatives from the EU, Colombia and Peru submitted a joint statement, which raised labour, environment and human rights issues, access to markets for small producers and SMEs and made recommendations concerning civil society participation.

Underlines the importance of maintaining constructive dialogue with our partner countries on the effective implementation of higher standards on human rights; strongly welcomes the Reciprocal Dialogue Mechanism on human rights (EU-Colombia Human Rights Dialogue), which was established voluntarily in 2009 between Colombia and the European Union and has been held twice a year since then and which is clear proof that the Colombian Government is open to dialogue on human rights with the EU and with other international partners; regrets, however, that the European Parliament is neither briefed nor debriefed regularly and comprehensively on its agenda and outcome;

The Union's contribution to democracy and the rule of law and to the promotion and protection of human rights and fundamental freedoms is rooted in the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights, and other human rights instruments adopted within the framework of the United Nations (UN), as well as relevant regional human rights instruments.

(EN) The Commission thanks the Honourable Member for his concern about human rights in Colombia and the extension of the mandate of the Office of the High Commissioner for Human Rights in Colombia.

88. Deplores the continuing serious violations of human rights such as the use of child combatants by illegal armed groups in the conflict in Colombia, including several thousand under the age of 15; remains deeply concerned at the threat to human rights defenders in the country and urges, in this regard, the authorities of Colombia to take clear and effective measures so as to protect the life and the work of these persons; is concerned at the deplorable conditions in which a large number of Colombians are being kept, including minors, soldiers and police officers kidnapped more than seven years ago, members of Congress such as Jorge Eduardo Gechem Turbay, Oscar Tulio Lizcano and Luis Eladio Pérez Bonilla, members of the Valle regional assembly, the former minister Fernando de Araujo and the former presidential candidate Ingrid Betancourt; supports the conclusions contained in the Declaration issued at the International Co-operation and Co-ordination Meeting for Colombia, which was adopted at Cartagena as a follow-up to the recommendations issued in London in the presence - inter alia - of the UN, and also the recommendations of the Office of the UN High Commissioner for Human Rights in Colombia;
