Within the limits laid down by this Regulation, the Commission shall adopt, within two months after the entry into force of this Regulation, the provisions necessary for its implementation, concerning the form and other technical details of the notification of data and information referred to in Articles 3 and 5, including the application of the exemption under Article 3(2), and in particular provisions concerning the timing and content of the notifications and the entities which are subject to the reporting obligations.

(46) In order to ensure uniform conditions for the implementation of this Regulation and to avoid unfair competition or discrimination between farmers, implementing powers should be conferred on the Commission in respect of: authoring of complementary national direct payments for Croatia; setting the amount to be included in the special national de-mining reserve for Croatia; fixing the annual national ceiling for the basic payment scheme; adopting rules on applications for allocation of payment entitlements; adopting measures regarding the reversion of non-activated payment entitlements to the national reserve; adopting modalities of the notification of transfer of payment entitlements to the national authorities and the deadlines within which such notification are to take place; fixing annual ceilings for the redistributive payment; fixing the annual national ceiling for the single area payment scheme; adopting rules on applications for allocation of payment entitlements submitted in the year of allocation of payment entitlements where Member States change to the basic payment scheme; modalities and timetables for notifications relating to specific commitments or certification schemes; adopting rules on the procedure for the Member States notifications and the Commission assesment as regards equivalent practices; adopting certain limits within which the obligation to maintain permanent grassland is considered as being complied with; setting out the annual ceiling for the payment for agricultural practices beneficial for the climate and the environment; setting out the annual ceiling for the payment for areas with natural constraints; setting out the annual ceiling for the payment for young farmers; setting out the annual ceilings for the voluntary coupled support; adopting rules on the procedure for the assessment and approval of decisions in the framework of the voluntary coupled support; adopting rules on the authorisation procedure and on the n ...

Given that there are no tonnage limits for submitting notifications – unlike the registration obligations under REACH (Regulation No 1907/2006 for Registration, Evaluation, Authorisation and Restriction of Chemicals; IP/10/1632) – many more companies were affected by the notification obligations under CLP, notably small businesses.

Such disputes may for instance arise over the application of agreed criteria to set sales targets, the attainment of sales targets or supply obligations, the implementation of stock requirements, the implementation of an obligation to provide or use demonstration vehicles, whether the prohibition to operate out of an unauthorised place of establishment limits the ability of the retailer's business to expand, the economic feasibility of a separate brand representation or the questions whether: (a) a notification of termination has been issued owing to conduct which, under the terms of this Regulation, may not be restricted; (b) in the case of a regular notification of termination by the supplier, appropriate compensation shall be paid in accordance with Article 3(6) of this Regulation .
