Takes note of the agreement reached in June 2014 between SOCO International and the conservation group WWF, in relation to WWF’s complaint to the UK National Contact Point (NCP) on SOCO’s lack of compliance with the OECD Guidelines for Multinational Enterprises, according to which the company commits not to undertake or commission any exploratory or other drilling within Virunga National Park unless UNESCO and the DRC Government agree that such activities are not incompatible with its World Heritage Status; notes that such conditional agreement offers no guarantees as to the cessation of any oil-related activity in the park; points out that the ambiguous position of SOCO International leaves the door open to the park being fully or partially declassified for oil drilling; observes that the concession that SOCO has been exploring is located in and around Lake Edward, an area which is home to dozens of iconic (and some endangered) species, including chimpanzees, elephants, crocodiles and lions; calls, therefore, on SOCO International plc and its DRC-registered company to stop all exploration and exploitation within Virunga permanently and to respect the park’s current boundaries; calls also on the DRC Government to cancel the oil exploration permits granted within the property of Virunga National Park, as requested by the World Heritage Committee;
5. prend acte de l'accord signé en juin 2014 entre SOCO International et le WWF suite à la plainte déposée par ce dernier auprès du point de contact britannique concernant le non-respect par SOCO des principes directeurs de l'OCDE à l'intention des entreprises multinationales, accord en vertu duquel SOCO s'engage à ne pas entreprendre ni à faire réaliser de forages, de prospection notamment, dans le parc national des Virunga, sauf si l'Unesco et le gouvernement de la RDC jugent que ces activités ne sont pas incompatibles avec son statut de site du patrimoine mondial; note qu'un tel accord conditionnel ne garantit en aucune manière l'arrêt des activités pétrolières dans le parc; souligne que la position ambigüe de SOCO International ouvre la voie à une levée partielle ou totale de la protection du parc aux fins de l'extraction pétrolière; constate que la concession qui a fait l'objet des travaux de prospection de SOCO International englobe le lac Édouard et ses environs, une zone qui abrite des dizaines d'espèces emblématiques (menacées, pour certaines), notamment des chimpanzés, des éléphants, des crocodiles et des lions; demande dès lors à SOCO International plc et à sa société immatriculée en RDC de cesser de manière définitive toute prospection et exploitation dans le parc des Virunga et de respecter les limites actuelles du parc; demande en outre au gouvernement de la RDC d'annuler les permis de prospection pétrolière portant sur des zones entrant dans le périmètre du parc national des Virunga, ainsi que le réclame le Comité du patrimoine mondial;
