At the close of its discussions the Council adopted the following conclusions: "THE COUNCIL - REITERATES that in its Resolution of 7 February 1994 it invited the Commission to propose, before 1 July 1994, the measures necessary for the realization of the objectives identified, with a view to implementing without delay a Community policy on postal services, and in particular measures relating to universal service, services which can be reserved, and standardization; - NOTES that on 26 July 1995 the Commission accordingly adopted an overall approach consisting of the a

...[+++]cle 100a, providing for a harmonized framework for the postal sector; - EMPHASIZES that the relevant Council bodies began the technical discussions without delay and that today the Council had an initial policy debate on the proposal for a Directive and a debate on the draft Notice; - AGREES to continue active discussion of the proposal for a Directive in order to arrive at an agreed common position under the auspices of the Italian Presidency; - OBSERVES that the Notice envisaged by the Commission is not in itself binding but is a document in which it announces the guidelines it intends to follow in applying the Treaty's competition rules to the postal sector; - REQUESTS the Commission, in any follow-up to its draft Notice, to take the utmost account of the Council's comments, especially on the need to ensure, for the sake of transparency and legal certainty, that: - the definitions and concepts used in the Notice, in the proposal for a Directive or in other relevant Community provisions are consistent with one another; - the notice is published in the Official Journal at the same time as the Directive and in any case before the end of 1996; - EMPHASIZES that these conclusions are without prejudice to the positions of the Member States on the form and content of the Commission Notice".A l'issue de ses délibérations, le Conseil a adopté les conclusions suivantes : "Le CONSEIL, - RAPPELLE que, dans sa résolution du 7 février 1994, il avait invité la Commission à proposer avant le 1er juillet 1994 les mesures nécessaires à la réalisation des objectifs identifiés pour mettre en oeuvre rapidement une politique communautaire des services postaux, et notamment des mesures relatives au service universel, aux services réservables et à la normalisation; - PREND NOTE de ce que la Commission a adopté en ce sens, en date du 26 juillet 1995, une approche globale comportant le projet de communication précité ainsi qu'une proposition de dir
